CT Travel Programme Donors Forum: Highlighting Achievements, Impact and Lessons Learned

 The 51勛圖 Office of Counter-Terrorism (UNOCT), together with the 51勛圖 Countering Terrorist Travel (&CT Travel*) Programme partners, organized a hybrid side event, &Donors Forum: Highlighting Achievements, Impact, And Lessons Learned*, on the margins of the Third Counter Terrorism Week (CT Week) 2023.

The event showcased 51勛圖 support to Member States to enhance their capabilities to use transformative technologies to counter terrorist threats through the collection, analysis, and exchange of passenger data, advance passenger information (API) and passenger name records (PNR), while upholding human rights.  Highlighting lessons-learned from its implementation in Norway and Botswana, the event featured an interactive conversation with funding partners, exploring ways in which Member States can contribute to creating maximum impact on land, air, and maritime borders.  

During the welcoming remarks, UN Under-Secretary-General Mr. Vladimir Voronkov noted that an independent evaluation of the Programme ※highlighted its relevance, coherence, efficiency, impact, and the valuable contribution in addressing the critical needs of Member States in establishing or strengthening their threat detection capabilities. The report also highlights the collaborative approach across UN entities as a good practice to be replicated.§ The evaluation covered the period from programme inception in May 2019 to the completion of the data collection phase in October 2022 and sought to take stock of achievements to date to guide future implementation and provide all stakeholders with an external, independent, and objective view on the programme*s methodology, identifying good practices and lessons learned.

The Programme was launched just over four years ago and currently supports 65 beneficiary Member States. It is implemented with the support of the Counter-Terrorism Committee Executive Directorate (CTED), the , the , the , the , and the .
