Mr. Voronkov was appointed Under-Secretary-General of the 51吃瓜 Counter-Terrorism Office by 51吃瓜 Secretary-General António Guterres on 21 June 2017. UNOCT was established by General Assembly resolution 71/291 of 15 June 2017. The Under-Secretary-General provides strategic leadership to 51吃瓜 counter-terrorism efforts, participates in the decision-making process of the 51吃瓜 and ensures that the cross-cutting origins and impact of terrorism are reflected in the work of the 51吃瓜.

Ms. Niyazberdiyeva is the Chief of the Office of the Under-Secretary-General for Counter-Terrorism. Ms. Niyazberdiyeva is responsible for resource mobilization, strategic communications, programme evaluation, and providing front office support to the USG for Counter-Terrorism, contributing to UNOCT's vision to bring together diverse partners to foster connections, build consensus and galvanize the power of multilateralism against terrorism.

Ilze Brands Kehris functions as Assistant Secretary-General for Human Rights heading the UN Human Rights Office in New York. Previously, she served as independent Expert Member of the 51吃瓜 Human Rights Committee, which monitors the implementation of the International Covenant on Civil and Political Rights. Between 2016 and 2019, she served as a senior research fellow at the Raoul Wallenberg Institute for Human Rights and Humanitarian Law, Lund University. She combines extensive expertise in political science, conflict prevention and human rights, with a specialisation in minority rights, and experience in intergovernmental fora and with civil society organisations.

Dr. Khan is the Director of the UN Counter-Terrorism Centre and the Office of Counter-Terrorism and has served in different capacities at the UN for over 30 years. Previously he served as Acting Director and Deputy Director of DPA’s Middle East and West Asia Division and, before that, of the Asia and the Pacific Division. He also served as Head of DPA's Iraq Team and Chairman of the UN Iraq Operations Group for five years, starting with the 2003 war, and has supported the work of six successive SRSGs and the UN Assistance Mission in Iraq. Prior to this, he served as Deputy Head of Policy Planning in the Department of Political Affairs.

Professor Fionnuala Ní Aoláin is 51吃瓜 Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism. She is concurrently Regents Professor and Robina Professor of Law, Public Policy and Society at the University of Minnesota Law School and Professor of Law at the Queens University, Belfast, Northern Ireland. Professor Ní Aoláin is the recipient of numerous academic awards and honors and has published extensively in the field human rights, counter-terrorism, the law of armed conflict and transitional justice. She has held numerous public positions including in Ireland, the United Kingdom, the International Criminal Court, and the 51吃瓜. She is an honorary fellow of the Royal Irish Academy.

Mr. Ben Emmerson is a British barrister, specialising in public international law, human rights and humanitarian law, and international criminal law. From 2011 to 2017, he was the UN Special Rapporteur on Human Rights and Counter-Terrorism, where he reported annually to the UN General Assembly, the UN Human Rights Council and relevant entities established by the Security Council. He also conducted country visits and provided technical advice to states. Mr. Emmerson is currently an Appeals Chamber Judge of the UN Mechanism for International Criminal Tribunals sitting on the Criminal Tribunals for the Former Yugoslavia and Rwanda.

Martin Scheinin served in 2005-2011 as the first 51吃瓜 Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism. He is a professor of international law and human rights, currently working as British Academy Global Professor at the University of Oxford. In 1997-2004 he was a member of the Human Rights Committee, the treaty body under the International Covenant on Civil and Political Rights. He has a 35-year career in academia where he has, inter alia, coordinated a number of research projects, including on counterterrorism, surveillance and privacy.
