Overview

The fifty-seventh session of the Commission on Population and Development (CPD) will be held from 29 April to 3 May 2024. The special theme of the session is “Assessing the status of implementation of the Programme of Action of the International Conference on Population and Development and its contribution to the follow-up and review of the 2030 Agenda for Sustainable Development during the decade of action and delivery for sustainable development”.

The fifty-seventh session will also be an opportunity to mark the 30th anniversary of the adoption of the Programme of Action of the International Conference on Population and Development (ICPD), held in Cairo, Egypt in 1994. In 2022, the Economic and Social Council, in Decision 2022/332, invited the General Assembly to hold a commemorative event in years when the Commission on Population and Development conducts a comprehensive review of the ICPD Programme of Action.

The aim of the informal briefing is to give Member States the opportunity to share views on the substantive preparations for the fifty-seventh session of the Commission including on the commemoration of the 30th anniversary of the adoption of the Programme of Action of ICPD.

Overview

The special session of the General Assembly will take place at the 51�Թ� Headquarters in New York on 22 September 2014. In its resolution 65/234 on the follow-up to the International Conference on Population and Development beyond 2014, the General Assembly decided to convene a special session in order to assess the status of implementation of the Programme of Action of the International Conference on Population and Development and to renew political support for actions required for the full achievement of its goals and objectives.

Under agenda item 14 ("Integrated and coordinated implementation of the follow-up to the outcomes of the major 51�Թ� conferences and summits in the economic, social and related fields"), the General Assembly, at its seventy-third session, will mark the twenty-fifth anniversary of the International Conference on Population and Development (ICPD) at a high-level plenary meeting on 16 July 2019 from 3 to 6 p.m. The meeting will be held in the General Assembly Hall.

Overview

The Population Division of the 51�Թ� Department of Economic and Social Affairs (UN DESA) organized an expert group meeting on priorities for improved survival. The meeting took place at the 51�Թ� in New York from 21 to 22 October 2013.

The Programme of Action of the International Conference on Population and Development (ICPD), adopted in Cairo in 1994, was a landmark document that affirmed the inextricable linkages between population, development and human rights. A Special Session of the 51�Թ� General Assembly would be held in September 2014 to assess the status of implementation of the Programme of Action and to renew consensus and global commitment towards its goals and objectives. This expert group meeting brought together experts to reflect on progress and challenges toward achieving the survival goals that were set out in the ICPD Programme of Action. The meeting discussed the opportunities and challenges in further reducing mortality beyond 2014 as well as in the post-2015 development agenda.

The progress achieved and challenges encountered in implementing strategies on population and development were the central theme of this meeting of world leaders convened pursuant to a General Assembly resolution adopted on 18 December 1997.

This special session of the 51�Թ� General Assembly was convened five years after the International Conference on Population and Development (Cairo, Egypt, 1994) to review and appraise the implementation of the Programme of Action adopted at the 1994 Conference.

The Fifth International Conference on Population and Development was held from 5 to 13 September 1994 under the auspices of the 51�Թ�. More than 180 States participated in this event, at which a new Programme of Action was adopted as a guide for national and international action in the area of population and development for the next 20 years. This new Programme of Action places emphasis on the indissoluble relationship between population and development and focuses on meeting the needs of individuals within the framework of universally recognized human rights standards instead of merely meeting demographic goals. The adoption of this Programme marks a new phase of commitment and determination to effectively integrate population issues into socio-economic development proposals and to achieve a better quality of life for all individuals, including those of future generations.

This Conference, held in August 1984, reviewed and endorsed most aspects of the agreements of the 1974 Bucharest Conference and expanded the World Population Plan of Action in order to incorporate the results of the latest research and data provided by Governments. The human rights of individuals and families, conditions of health and well-being, employment and education were some of the issues highlighted in the Declaration signed at the Conference. Other significant issues were the intensification of international cooperation and the pursuit of greater efficiency in adopting policy decisions relating to population.

Overview

The adoption of the Programme of Action of the International Conference on Population and Development (ICPD), held in Cairo, Egypt in 1994, represented a fundamental shift in population and development, moving population policies and programmes from demographic targets towards a people-centred approach, grounded in the respect for human rights and a strong emphasis on environmental sustainability. Subsequently, the Millennium Development Goals and the 2030 Agenda for Sustainable Development integrated many goals and objectives of the ICPD Programme of Action.

While important progress has been made, considerable gaps still exist in the implementation of different areas of the Programme of Action. In 2010, the General Assembly decided to extend the Programme of Action beyond 2014 with a view to fully meeting its goals and objectives (A/RES/65/234). In 2014, the Secretary-General reported that progress in implementing the goals and objectives of the Programme of Action had been unequal and fragmented and that new challenges, realities and opportunities had emerged since its adoption (E/CN.9/2014/4). The General Assembly held a special session in September 2014 to assess the status of implementation of the Programme of Action and to renew political support for actions required for the full achievement of its goals and objectives.

The Commission on Population and Development (CPD), at its fifty-second session in 2019, will carry out a review and appraisal of the ICPD Programme of Action and its contribution to the follow-up and review of the 2030 Agenda. The timing of this appraisal, 25 years after “Cairo”, is consistent with the five-year cycle of review of the status of implementation of the ICPD Programme of Action carried out by the CPD in 2004, 2009 and 2014, respectively.In preparation for the fifty-second session of the CPD, the Population Division of the 51�Թ� Department of Economic and Social Affairs will convene an expert group meeting.
