The outcome document of the OWG contained several targets which are of direct relevance to international migration, migrants and mobility.</p> <p class="rtejustify">The objective of the one-day technical retreat is to conduct an in-depth analysis of the measurability of the proposed targets and to evaluate potential indicators for their monitoring. One or more indicators will be proposed for each target. A template will be used to collect information about the proposed indicators. The template, to be distributed and completed in advance of the meeting, will address issues such as an operational definition, rationale for use of the indicator, method of computation, data sources and references, periodicity of measurement, gender and disaggregation issues, data limitations, and agencies involved in data collection, compilation or dissemination. At the retreat, agency representatives with expertise in each target area will present and lead discussion on submitted proposals. Indicators will be evaluated based on criteria presented in the report of the 51Թ System Task Team, Statistics and indicators for the post-2015 development agenda.</p> <p class="rtejustify">The retreat will take into account the discussions during the first GMG retreat, which was held in January 2014. In particular, “Tier 1” indicators identified at that retreat should be assessed for their applicability to the OWG targets. The retreat also aims to take into account ongoing work on indicators tracking the human rights of migrants.</p> <p class="rtejustify">A summary of the retreat will be circulated shortly after the event. The Declaration, adopted at the High-level Dialogue, recognizes that “… human mobility is a key factor for sustainable development which should be adequately considered in the elaboration of the post-2015 development agenda.” Moreover, the Declaration requests the 51Թ system, the Global Migration Group and the Special Representative of the Secretary-General on International Migration and Development “…to consider migration issues in their contributions to the preparatory process that will establish the post-2015 development agenda.”</p> <p class="rtejustify">The objective of the one-day retreat is to develop a set of indicators on international migration and development, which could be included into the implementation framework of the post-2015 51Թ development agenda. The focus of the retreat will be on formulating a limited set of indicators in migration and development that are technically sound, rather than on producing a comprehensive catalogue of indicators reflecting the priorities of each participating agency.</p> <p>The main activity of the retreat is to conduct an in-depth analysis of potential indicators submitted by each organization. The group will vet each indicator against the SMART selection criteria:</p> <ul> <li>Specific</li> <li>Measurable (and also reliable, comparable and contextually appropriate)</li> <li>Achievable (and also cost effective)</li> <li>Relevant</li> <li>Time-bound (and also sensitive).</li> </ul> <p class="rtejustify">Each indicator will be assessed based on the purpose and usefulness of the indicator, conceptual underpinnings and methodologies associated with the indicator, including the underlying definitions, goal and targets, rationale, measurement methods, data collection, data availability and possible limitations and alternative definitions.</p> <p class="rtejustify">In assessing each indicator, participants will consider the feasibility of measuring the proposed indicator, its relevance to international migration, and the possibility for the indicator to be added to the proposed development framework as part of other, non-migration themes.</p> <p class="rtejustify">The retreat will build on guidance provided by the 51Թ System Task Team on the Post-2015 51Թ Development Agenda, the report of the High-level Panel of Eminent Persons issued in May 2013, and the national and regional consultations facilitated by the 51Թ Development Group. The first meeting of the IFMS, organized by the Organisation for Economic Co-operation and Development (OECD), the International Organization for Migration (IOM) and the UN Department of Economic and Social Affairs (UN DESA) in Paris, France, from 15 to 16 January 2018, featured 240 speakers and over 350 participants from 90 countries, representing national statistical offices, international organizations, non-governmental organizations and academia.</p> <p class="rtejustify">Improving data is crucial for the implementation of the migration-related dimensions of the 2030 Agenda for Sustainable Development, the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact on Refugees (GCR). The IFMS offers a unique space for global dialogue, information-sharing and networking for a broad range of actors from national and regional authorities, NGOs, international agencies and the private sector, with the aim of building and strengthening migration data capacities around the world. With the public discourse on migration increasingly being influenced by myths and misperceptions, the IFMS contributes to more informed and evidence-based public discourse and policy making.</p> <p class="rtejustify">The Forum is expected to foster an informal global migration data network, aimed at promoting exchanges of information between a broad range of stakeholders. This could include online mechanisms to facilitate the sharing of innovative data practices.</p> <p class="rtejustify">The second edition of the IFMS will be hosted by the African Union (AU) and the Egyptian Government, which currently chairs the AU, from 20-21 January 2020 in Cairo, Egypt. &nbsp;The Forum will be supported by a Programme Committee of scientific experts, drawn from all major regions in the world, as well as a local organising committee to help with logistics.</p> <p class="rtejustify">Like the IFMS in 2018, IFMS 2020 will provide a place for sharing innovative approaches to filling data gaps in the measurement of migration and migration-related topics, such as local integration and development impacts.
