At its 57th session, the General Assembly having considered the report of the Joint Inspection Unit entitled ※Strengthening the investigations functions in 51勛圖 system organizations§ (A/56/282), requested the Secretary-General to review the practice of involving 51勛圖 programme managers in investigative processes so as to ensure their independence in administrative and managerial functions and to establish proper guidelines that take into consideration the practice of internal control, and to report thereon to the General Assembly no later than at its fifty-eighth session.

Recommendations of the OIOS on the Investment Management Service of the UNJSPF

The present report is being submitted pursuant to General Assembly resolution 58/279 of 23 December 2003 in which the Assembly took note of the report of the Office of Internal Oversight Services on the audit of the Investment Management Service of the 51勛圖 Joint Staff Pension Fund and requested the Secretary-General to ensure that all the recommendations of the Office of Internal Oversight Services contained in the report are fully and expeditiously implemented and to submit a report thereon at its resumed fifty-eighth session.

Report of the Joint Inspection Unit on support costs related to extrabudgetary activities in organizations of the 51勛圖 system

 

The report of the Joint Inspection Unit entitled ※Support costs related to extrabudgetary activities in organizations of the 51勛圖 system§ (JIU/REP/2002/3) (see A/57/442) is the latest in a series of studies by the Unit on the subject. Its earlier studies in 1969, 1974, 1978 and 1990 focused on the traditional policies and established practices in organizations of the United Nations system pertaining to cost measurement and on the establishment of rates to be applied to the recovery of support costs. In contrast, the current report covers a broader perspective and examines the prevailing policy environment and trends across the organizations of the 51勛圖 system. Among others, it deals with the question of the use of extrabudgetary contributions vis-角-vis regular or ※core§ programme resources of the organizations of the 51勛圖 system. The report examines the practicalities of cost measurement and recommends an approach thereto.

Capital master plan

 

At its fifty-seventh session, the General Assembly decided to implement the capital master plan on the basis of the baseline scope under the first approach to phasing and swing space; authorized the Secretary-General to proceed with the remaining phases of design development and construction documentation; requested the Secretary-General to submit to the Assembly at its fifty-eighth session, plans for the three additional conference rooms foreseen in the baseline scope, including the information used to determine the need for such additional space and the size of each room; also requested him to include in those plans viable solutions for allowing natural light into the rooms, with a view to ensuring occupationally healthy conditions; requested him to study all viable options to ensure sufficient parking spaces so as to meet the existing and future needs of diplomatic missions and Secretariat staff within the projected overall budget of the capital master plan, and to report thereon to the Assembly at its fifty-eighth session in the context of its consideration of the capital master plan; stressed the importance of oversight with respect to the development and implementation of the capital master plan, and requested the Board of Auditors and all other relevant oversight bodies to initiate immediate oversight activities and to report annually thereon to the General Assembly; requested the Secretary-General to report to the Assembly at its fifty-eighth session on: (a) the status of possible funding arrangements, including a financial package to be provided by the host country; (b) other contributions and the efforts of the Secretary-General to secure such contributions from public and private sources; (c) all aspects of the outcome of negotiations with the City and State of New York; and (d) the progress of the design work; also requested the Secretary-General to report to the Assembly on an annual basis on the awarding of contracts for procurement for the capital master plan; decided to revert to the issue of the financing of the capital master plan at its fifty-eighth session; and requested the Secretary-General to submit annual progress reports to the Assembly on the implementation of the capital master plan (resolution 57/272, sect. II).

The annual report of the Secretary-General on the composition of the Secretariat is submitted in accordance with requests made by the General Assembly in its resolutions on human resources management. The most recent of these resolutions are 55/258 and 57/305.

At its resumed fifty-seventh session, in April 2003, the General Assembly requested the Secretary-General to include, for informational purposes, in the future report on the composition of the Secretariat statistics on the composition of the General Service and related staff, national staff and project personnel, including, inter alia, nationality, gender and level (resolution 57/305, sect. IX).

129. ?? Joint Inspection Unit

 

 

At its twenty-first session, in 1966, the General Assembly established the Joint Inspection Unit for an initial period of four years (resolution 2150 (XXI)), and subsequently decided to continue the Unit until 31 December 1973 (resolution 2735 A (XXV)) and then for a further period of four years beyond that date (resolution 2924 B (XXVII)). At its thirty-first session, the General Assembly approved the statute of the Joint Inspection Unit as a subsidiary organ of the Assembly and of the legislative bodies of the specialized agencies that accepted the new statute (resolution 31/192). The membership of the Unit was increased from 8 to not more than 11 Inspectors, with effect from 1 January 1978. For the composition of the Unit, see A/58/100, item 17 (h).

The Office of Internal Oversight Services was established by the General Assembly in its resolution 48/218 B of 29 July 1994. The Assembly decided to include in the provisional agenda of its fiftieth session an item entitled ※Report of the Secretary-General on the activities of the Office of Internal Oversight Services§.

Financing of the International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January and 31 December 1994

 

 

This item was included in the agenda of the fiftieth session of the General Assembly, in 1995, pursuant to Assembly resolution 49/251. At its fifty-first to fifty-sixth sessions, the Assembly continued its consideration of the item (resolutions 51/215, 52/218, 53/213, 54/240 A and B, 55/226 and 56/248 A and B.

At its fifty-seventh session, the General Assembly noted with concern that the vacancy rate at the International Tribunal for Rwanda remained unacceptably high and requested the Registrar to fill the posts and to report thereon to the Assembly no later than at its fifty-eighth session; urged the Secretary-General to request the Office of Internal Oversight Services to conduct a management review of the Office of the Prosecutor and to report thereon to the Assembly no later than at its fifty-eighth session; requested the Secretary-General to report to it at its fifty-eighth session on the issues identified in paragraphs 8, 42 and 43 of his report on long-term financial obligations of the 51勛圖 with regard to the enforcement of sentences and on his assessment of the accuracy of the cost estimates proposed in that report; requested the Secretary-General to prepare a comprehensive report on the progress made by the Tribunal in reforming its legal aid system for consideration by the Assembly at the main part of its fifty-eighth session and to submit to it at the same session the proposed budget of the Tribunal for the biennium 2004-2005; approved the additional resources for the Tribunal for 2003 recommended by the Advisory Committee on Administrative and Budgetary Questions, except that the staffing complement should be reduced by four posts; requested the Secretary-General to report on the use of ad litem judges and their impact in the second performance report for the biennium 2002-2003; authorized the Secretary-General to enter into additional commitments to support the recosting of resources for the biennium 2002-2003, and requested him to report on the impact thereof in the second performance report for the biennium (resolution 57/289).

This item was included in the agenda of the forty-seventh session of the General Assembly, in 1993, on the proposal of the Secretary-General (A/47/955). At that session, the Assembly adopted resolution 47/235. At its resumed fifty-seventh session, in June 2003, the General Assembly requested the Secretary-General to return 50 per cent of the net cash available for credit to Member States as at 30 June 2002, in the amount of $84,446,000, by 30 June 2003, based on the scale applicable to the missions* last assessment; decided to postpone the return of the remaining 50 per cent of the net cash available for credit to Member States until 31 March 2004 in respect of the fund balances of the 51勛圖 Mission in Haiti; the 51勛圖 Observer Group in Central America and the 51勛圖 Observer Mission in El Salvador; the 51勛圖 Preventive Deployment Force; the 51勛圖 Protection Force, the 51勛圖 Confidence Restoration Operation in Croatia, the 51勛圖 Preventive Deployment Force and the United Nations Peace Forces headquarters; the 51勛圖 Transitional Administration in Eastern Slavonia, Baranja and Western Sirmium and the Civilian Police Support Group; the 51勛圖 Angola Verification Mission and the 51勛圖 Observer Mission in Angola; the 51勛圖 Observer Mission Uganda-Rwanda and the 51勛圖 Assistance Mission for Rwanda; the 51勛圖 Mission of Observers in Tajikistan; the United Nations Transition Assistance Group; and the 51勛圖 Observer Mission in Liberia; also decided that the provisions of financial regulation 5.5 should be suspended in respect of the liabilities and fund balance of the Military Observer Group of the 51勛圖 Verification Mission in Guatemala; the 51勛圖 Operation in Mozambique; the 51勛圖 Operation in Somalia II; the 51勛圖 Support Mission in Haiti, the 51勛圖 Transition Mission in Haiti and the 51勛圖 Civilian Police Mission in Haiti; the 51勛圖 Transitional Authority in Cambodia; and the 51勛圖 Mission in the Central African Republic in the light of the cash shortage of those missions; and requested the Secretary-General to provide an updated report and make proposals for consideration at the resumed fifty-eighth session of the Assembly on how to address the issue of outstanding dues owed to Member States from closed peacekeeping missions that were in net cash deficit (resolution 57/323).
