(...) However, if the SDGs are to be achieved globally by 2030 - in line with the principle of “leaving no one behind” - they must be achieved everywhere. To date, progress towards achieving the SDGs in the least developed countries has been uneven and is not on track to achieve the targets set in the 2030 Agenda. The pandemic abruptly interrupted a prolonged period of sustained growth for some least developed countries, which are collectively home to 14 per cent of the global population but comprise more than 50% of the world’s extremely poor and account for only 1.3 per cent of global GDP. Given the post-COVID-19 trend and the persistent challenges facing the LDCs, it is highly likely that they will end up being “the battleground on which the 2030 Agenda will be won or lost”. Indeed, the SDGs recognize that these countries require special attention as demonstrated by the fact that 12 of the 17 SDGs directly and specifically target the least developed countries[3]. (...)

United Republic of Tanzania: Invisible Barriers to Trade - Business Perspectives ITC

More than a third of Tanzanian companies have fully or partially resolved trade obstacles in the last six years. Government-led initiatives and regulatory reforms have helped ease exporters’ difficulties. This second ITC survey in the United Republic of Tanzania also finds that 72% of exporters – especially those exporting agricultural commodities – still struggle to comply with domestic and foreign trade-related regulations and procedures. These measures undermine exporters’ competitiveness and ability to access international markets. The report suggests that establishing a single window to meet export-related requirements and improving international recognition of conformity assessments are vital to develop Tanzanian exports.

The COVID-19 pandemic has dramatically affected life for citizens in the world’s poorest countries, wiping out years of progress in poverty reduction. Rising food, fuel and fertiliser prices caused by the war in Ukraine will further worsen the situation. Recently, the fifth 51�Թ� conference on the least developed countries (LDCs), and the adoption of the Doha Programme of Action for LDCs 2022-2031, highlighted the need for renewed and strengthened commitments by LDCs and their development partners to achieve a sustainable recovery and development. Now fully equipped with its Global Europe instrument for international and development cooperation, the European Union (EU) is seeking to renew its partnerships in a more strategic, coherent and policy-driven approach. In this context, the French Presidency of the Council of the EU has initiated a reflection on how to renew the EU’s partnership with LDCs, which this paper aims to feed into. Rather than defining a specific EU policy that is targeted at LDCs per se, there is a need for a more tailored approach that better addresses their specific needs and overlapping vulnerabilities – especially in the area of development cooperation and development finance. These tailored policies should be accompanied by measures in other policy domains which are crucial for LDCs, notably in trade, climate and food security. In that regard, enhancing policy coherence for development is an essential principle for a renewed cooperation and partnership with LDCs.

Over the past decade and more international relations have become more multipolar, as seen in the increasing political and economic prominence of countries such as India and China, divergences between large developed countries and regions, and the continued emergence of the Global South. This is a trend long underway, but with renewed impetus via the spontaneous economic evolution of prominent countries in the south, Asia’s rapid recovery from the pandemic, and via intentional acts of solidarity among southern countries. This multipolarity is reflected in the ‘rise of the South,’ a process of reorientation of the world economy toward developing nations and their increased voice on the international stage. South-South cooperation is a manifestation of solidarity among peoples and countries of the South that contributes to their national well-being, their national and collective self-reliance and the attainment of internationally agreed development goals, including the 2030 Agenda for Sustainable Development. 1 It involves technical and economic cooperation, norm-setting and economic interdependencies among developing countries with a view to mutual support. This report is an attempt to review the role of South-South cooperation in the implementation of the Istanbul Programme of Action (IPoA), and to take stock of best practices and identify constraints in scaling up South-South cooperation with a view to renewing partnerships and enhancing cooperation with their Southern partners in the follow-up agreement, the Doha Programme of Action for the Least Developed Countries 2022-2031 (DPoA). The report focuses on the eight priority areas of action, identifying good practices and shedding light on emerging areas where South-South cooperation has a catalytic role to play. Concrete and actionable recommendations are made, with the aim of helping LDCs to leverage and scale up South-South cooperation in the new Programme of Action to advance progress towards the SDGs and achieve sustainable and transformative recovery from the pandemic.

One of the global processes falling prey to the Omicron variant of the Covid virus was the fifth UN Conference on the Least Developed countries, originally scheduled for the end of January in Doha, Qatar. It has been replaced with a meeting in New York on 17 March 2022 for the adoption of the Doha Programme of Action (DPoA); a full meeting will be held in March 2023, where governments will gather with stakeholders “to build new plans and partnerships for the delivery of the DPoA over the following decade”. The LDC conferences and programmes of action have a long history of marking the state of global solidarity with countries most in need of co-operation and of the underlying rootcauses for global inequalities.

Responding to the call in the Buenos Aires outcome document of the Second High-level 51�Թ� Conference on South-South Cooperation for the 51�Թ� Development System to share good practices and experiences from the South, especially with LDCs,4 this report has been jointly developed by the 51�Թ� Office for South-South Cooperation (UNOSSC), the 51�Թ� Capital Development Fund (UNCDF) and the 51�Թ� Office of the High Representative for LDCs, LLDCs and SIDS (UN-OHRLLS), in partnership with the Qatar Fund for Development (QFFD). Three transitions stand out from the good practices presented in this publication, which also reflect some of the main challenges and opportunities faced by the LDCs.
