The analysis is based on a set of indicators of institutional “milestones” in relation to SDG implementation, developed in the World Public Sector Report 2021. The results highlight commonalities as well as difference between institutional developments in LDCs and in a sample of countries at all levels of development analyzed in the World Public Sector Report. Similarities include the rapid and almost universal creation of high-level coordination mechanisms for SDG implementation and publication of at least one voluntary national review report. Differences include the lower level of engagement of civil society in SDG follow-up and review in LDCs, and the low number of LDCs having created government-managed central SDG hubs with information that goes beyond SDG indicators. On average, the achievement of specific milestones has been slower in LDCs than in other countries. State capacity in the least developed countries has been continuously eroded since the 1980s, especially due to external economic and political pressures to undertake damaging austerity measures and to the negative impacts of some ways of delivering official development assistance. In the 50 years of the least developed country category, levels of development in most of the least developed countries have fallen behind those in other developing countries. It is not clear whether conflict can be considered as a structurally predetermined handicap as those identified in LDC criteria. More importantly, even if countries may be caught in a conflict trap, adding conflict indicators to the LDC criteria does not provide additional insights to enhance our understanding of the category. And adding conflict indicators is unlikely to introduce changes in country classification.
