Landlocked Developing Countries
UN-OHRLLS enhances synergies between the 2030 Agenda for Sustainable Development and the Programme of Action for Landlocked Developing Countries.
Since UN-OHRLLS was established in 2001, it has been working through a dedicated Landlocked Developing Countries Unit to mobilize and coordinate the 51³Ô¹Ï system and other stakeholders towards supporting implementation, coherent follow-up and monitoring of the Programme of Action (PoA) for the Landlocked Developing Countries (LLDCs) at the country, regional and global levels. UN-OHRLLS also undertakes research on issues affecting the LLDCs.
With the adoption of the Vienna Programme of Action (VPoA) for the LLDCs for the decade 2014 - 2024, UN-OHRLLS has been supporting and has been advocating for ³¢³¢¶Ù°ä²õ¡¯ support to implement and achieve the goals of the VPoA aimed at addressing their special needs. The Office also supports efforts by LLDCs to achieve internationally agreed development goals, including the implementation of the 2030 Agenda for Sustainable Development and the Addis Ababa Action Agenda, through strengthened transit systems, productive capacities, diversification, industrialization, connection to value chains, and the enhanced mobilization of international support.
How does UN-OHRLLS work with the UN System and other stakeholders?
UN-OHRLLS plays a leading role in convening the UN System through the Inter-Agency Consultative Group for LLDCs and collaborates with UN agencies and other partners on joint events, publications and thematic initiatives to support LLDCs.
Reporting is critical to understanding the progress LLDCs are making in achieving sustainable development. The Office leads coordination of the UN System on the annual report of the Secretary-General and UN-OHRLLS carries out research on latest trends on how LLDCs are progressing in implementing internationally agreed goals.
Increasing global awareness and debate on development issues of relevance to LLDCs is a major area of focus for UN-OHRLLS. Additionally, recognising the importance of transit cooperation, the Office works to convene LLDCs, transit developing countries and development partners to ensure effective dialogue on boosting cooperation in meeting the transit related goals of the VPoA.
Aside from LLDC governments and their development partners, UN-OHRLLS also engages with the private sector, civil society, media, academia, and foundations to raise awareness of and support the sustainable development aspirations of the LLDCs.
How does UN-OHRLLS work directly with LLDCs?
UN-OHRLLS engages directly with LLDCs to ensure coherence between global discussions and national development priorities. This is done through convening international, regional as well as national meetings to bring together relevant stakeholders to address development issues of relevance to the landlocked developing countries. These issues range from: trade facilitation and transport systems, transit transport corridors, regional integration, diversification of production and export bases, integration into regional and global value chains, infrastructure development (transport, energy, and ICT), climate change, desertification, and their rights and provisions under the 51³Ô¹Ï Convention on the Law of the Sea and others.
At UN Headquarters, UN-OHRLLS works with the Permanent Missions of LLDCs to facilitate group consultations as well as to convene focused events around thematic development issues.
