The international community must be resolute in implementing Security Council resolution 2178 (2014) and countering and preventing violent extremism and radical ideology that lead to terrorism, CTED told an international conference of policymakers and practitioners.

The conference, held in Tel Aviv from 9 to 11 November 2015, attracted more than 130 policymakers and practitioners from 34 countries, as well as representatives of relevant UN agencies and international and regional organizations.

“The global terrorism landscape has evolved rapidly over recent years” Mr. Weixiong Chen, CTED Deputy Executive Director, told the opening session.

ISIL continued to extend its influence, while other terrorist cells, affiliates and splinter continued to target women and children for recruitment. Terrorists were increasingly using improvised explosive devices (IEDs). Foreign terrorist fighters were using “broken” travel patterns to elude detection and were abusing the Internet and other modern communication technologies for terrorist recruitment, incitement, financing, radicalization and propaganda.

“We must be proactive in prevention, rather than merely responding”, Mr. Chen stressed.

The discussions focused on trends and lessons learned in countering radicalization and violent extremism leading to terrorism, the use of the Internet for terrorist purposes, the response of the criminal justice system, the rehabilitation and reintegration of violent extremist offenders, and the phenomenon of terrorists acting alone or in small cells.
