Organized on 12 March 2018 by the&nbsp;<a href="http://www.un.org/en/counterterrorism/">51Թ Office of Counter-Terrorism (UNOCT)&nbsp;</a>and&nbsp;<a href="http://www.unwomen.org/en">UN Women</a>&nbsp;at the UN in New York, the panel discussion on&nbsp;<em>The 51Թ Global Counter-Terrorism Strategy:&nbsp;Advancing Women’s Leadership and Participation</em>&nbsp;also saw the participation of the UN Ambassadors of Japan and the United Arab Emirates.</p> <p>“CTED conducts neutral expert assessments of Member States’ implementation of key Security Council resolutions aimed at countering the threat to peace and security caused by terrorist acts. Gender considerations are now fully mainstreamed in our assessments, and we continue to reaffirm the notion that effective counter-terrorism responses should be human rights compliant, and gender-sensitive,” Ms. Coninsx stressed.</p> <p>The panel discussion allowed Member States, 51Թ officials, and women civil society leaders to take stock of progress made and challenges ahead in terms of advancing efforts to increase women’s participation and leadership and a gender dimension in countering terrorism and preventing violent extremism. Following the Committee’s initial assessment of July 2009, this was a focused visit concentrating on New Zealand’s implementation of Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2396 (2017), and other relevant Council resolutions. In accordance with the practice followed for the Committee’s previous assessment visits, the human rights aspects of New Zealand’s counter-terrorism measures and the role of women in countering terrorism and violent extremism were also raised during the discussions.</p> <p> Under the auspices of the New Zealand Department of Foreign Affairs and Trade (DFAT), representatives from a wide variety of national ministries and agencies, as well as of civil society and academia, took part in the three-day discussions, reflecting New Zealand’s cohesive methodology to counter-terrorism.</p> <p>New Zealand has demonstrated a strong commitment to the enactment of a national framework on counter-terrorism and CVE. The diverse nature of New Zealand’s population, combined with its longstanding commitment to diversity, has major implications for its approach, including through its carefully constructed policies and measures in areas such as border management and community policing.</p> <p>The CTED delegation, headed by Chief of Section Ms. Elizabeth Joyce, took note of New Zealand’s preventive and awareness-raising measures to prevent radicalization and counter violent extremism, and commended New Zealand for its bespoke, holistic approach to community outreach and collaboration.</p> <p>The delegation noted the various measures taken by New Zealand to address terrorism threats related to the movement of terrorist actors and foreign terrorist fighters (FTFs), varying from enhanced border controls involving the use of cutting-edge technologies, through strengthening legal mechanisms for prosecution of terrorists and returning FTFs. The briefing focused on efforts to advance the implementation of Security Council resolution 2242 (2015) in the context of the Committee’s work on counter-terrorism and countering violent extremism, especially as it pertains to the roles of women.</span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span style="line-height:107%"><span style="font-family:Roboto">The complex dynamic of the contemporary threat “underscores that we cannot cast women in any one role – they are perpetrators, supporters, victims,” said Lakshmi Puri, Assistant Secretary-General (ASG) of UN Women, in her briefing to the Committee.</span></span></span></span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span style="line-height:107%"><span style="font-family:Roboto">To advance a solid basis for programming and advocacy, UN Women’s Global Programme on Preventing Violent Extremism focuses on (1) research; (2) policy development; (3) humanitarian engagement; and (4) promoting women’s participation. UN Women has 27 ongoing or planned projects on the prevention of violent extremism and has been strengthening key partnerships, within the UN and in the field, with civil society and women’s networks.</span></span></span></span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span style="line-height:107%"><span style="font-family:Roboto">ASG Puri highlighted that Security Council resolution 2242 (2015) expanded the toolkit for addressing terrorism, as it emphasized the need for gender-sensitive research to understand the drivers of radicalization of women. She also praised the ever-closer cooperation between UN Women and the Counter-Terrorism Committee Executive Directorate (CTED), including in efforts to integrate a gender dimension into country-specific assessments, analytical reports and recommendations for technical assistance.</span></span></span></span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span style="line-height:107%"><span style="font-family:Roboto">Following the adoption by the Security Council of resolution 2242 (2015), CTED has increased its focus on the gender dimension of its activities in the context of counter-terrorism, from prevention to interdiction and response, through to rehabilitation and reintegration. As part of its focus on identifying emerging trends, CTED offered a presentation to the Committee of the various and evolving roles of women in terrorism and counter-terrorism, including as perpetrators, inciters, supporters, and preventers.
