Sub-regional workshop on Afghanistan, the Maldives, and Sri Lanka focuses on national CVE strategies

From 14 to 16 March 2018, the UN Counter-Terrorism Committee Executive Directorate (CTED) organized a sub-regional workshop on promoting the adoption and implementation of national strategies to counter violent extremism (CVE). Focusing on national CVE efforts in the Democratic Socialist Republic of Sri Lanka, the Islamic Republic of Afghanistan, and the Republic of Maldives, the workshop included the sharing of good practices and lessons learned; the roles of government and civil society in developing and implementing CVE strategies, including the importance of accounting for youth and gender; evolving international approaches; and rehabilitation and reintegration.

In her opening remarks, Executive Director of CTED, Assistant Secretary-General Michèle Coninsx, said that the workshop “provides an important forum for counter-terrorism officials, senior police officers and experts to discuss challenges and share lessons learned and good practices in the context of CVE-related issues, and most importantly – to foster habits of collective efforts to address violent extremism both in the region and beyond.”

Participants included officials from the Governments of Afghanistan, the Maldives, and Sri Lanka, representatives from national and international civil society organizations (CSOs) and academics, as well as experts from CTED; the Executive Office of the UN Secretary-General; the UN Alliance of Civilizations (UNAOC); the UN Counter-Terrorism Office (OCT); the UN Development Programme (UNDP); and UN Women.

Over the three days, participants engaged in numerous interactive panel discussions, concluding with a case study simulation exercise. The format enabled participants to strengthen national and regional information-exchange networks, and to promote cooperation among counter-terrorism officials from the region, especially those focusing on CVE. In addition, it served as an opportunity to raise awareness about key Security Council resolutions of relevance to all Member States, such as resolutions 1373 (2001); 1624 (2005); 2178 (2014); 2395, and 2396 (2017).

Special Advisor to the Cabinet Office of Japan visits CTED

On 21 April 2017, the Head of the Counter-Terrorism Committee Executive Directorate (CTED) received a courtesy visit from a Special Advisor to the Cabinet Office of Japan. Assistant Secretary-General and Executive Director Mr. Jean-Paul Laborde of CTED met Mr. William Hiroyuki Saito, who advises the Japanese Government on cyber security issues.

In their meeting, Mr. Saito announced that Japan plans to host the Cyber4 Conference in Tokyo in October 2017, which Mr. Laborde welcomed. The Executive Director outlined CTED plans to develop guidelines to be further promoted and implemented by the entire Industrial Internet of Things (IIoT) sector. CTED is already promoting self-regulation by Internet service providers and the active networking of counter-terrorism prosecutors to facilitate the processing of digital evidence in an expeditious fashion.

They both agreed on the need for the Government of Japan to play a more important and active role in this area, including in preventing cyberattacks by terrorists.

CTED Executive Director continues engagement with the Government of Japan in countering terrorism

On 18 May 2016, the Executive Director of the 51�Թ� Counter-Terrorism Committee Executive Directorate (CTED), Jean-Paul Laborde, met in Tokyo with H.E. Taro Kohno, Minister of State and Chairperson of the National Public Safety Commission of Japan. As a follow-up from their previous meeting at the January 2016 World Economic Forum in Davos, Messieurs Kohno and Laborde reiterated the importance of further enhancing cybersecurity aspects in countering terrorism.

While in Japan, Executive Director Laborde also met with H.E. Hitoshi Kikawada, Parliamentary Vice-Minister for Foreign Affairs, expressing hope that Japan would further strengthen its engagement in countering the threat of terrorism, including the threat posed by the terrorist organization that calls itself the Islamic State in Iraq and the Levant (ISIL, also known as Da’esh). Mr. Laborde lauded Japan for using Advance Passenger Information (API) since 2005, and for receiving Personal Name Records (PNR) from all airlines except those of European Union States.
