Our world is in a whirlwind.泭
泭泭
We are in an era of epic transformation facing challenges unlike any we have ever seen challenges that demand global solutions.泭
泭泭
Yet geo-political divisions keep deepening. The planet keeps heating.泭

Wars rage with no clue how they will end.泭
泭泭
And nuclear posturing and new weapons cast a dark shadow.泭
泭泭
We are edging towards the unimaginable a powder keg that risks engulfing the world.泭
泭泭
Meanwhile, 2024 is the year that half of humanity goes to the polls and all of humanity will be affected.泭
泭泭
I stand before you in this whirlwind convinced of two overriding truths.泭
泭泭
First, the state of our world is unsustainable.泭
泭泭
We cant go on like this.泭
泭泭
And second, the challenges we face are solvable.泭
泭泭
But that requires us to make sure the mechanisms of international problem-solving actually solve problems.泭
泭泭
The Summit of the Future was a first step, but we have a long way to go.泭
泭泭
Getting there requires confronting three major drivers of unsustainability.泭
泭泭
A world of impunity where violations and abuses threaten the very foundation of international law and the UN Charter.泭
泭泭
A world of inequality where injustices and grievances threaten to undermine countries or even push them over the edge.泭
泭泭
And a world of uncertainty where unmanaged global risks threaten our future in unknowable ways.泭
泭泭
These worlds of impunity, inequality and uncertainty are connected and colliding.泭
泭泭
Excellencies,泭
泭泭
The level of impunity in the world is politically indefensible and morally intolerable.泭
泭泭
Today, a growing number of governments and others feel entitled to a get out of jail free card.泭
泭泭
They can trample international law.泭
泭泭
They can violate the 51勛圖 Charter.泭
泭泭
They can turn a blind eye to international human rights conventions or the decisions of international courts.泭
泭泭
They can thumb their nose at international humanitarian law.泭
泭泭
They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.泭
泭泭
And nothing will happen.泭
泭泭
We see this age of impunity everywhere -- in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.泭
泭泭
The war in Ukraine is spreading with no signs of letting up.泭
泭泭
Civilians are paying the price in rising death tolls and shattered lives and communities.泭
泭泭
It is time for a just peace based on the UN Charter, on international law and on UN resolutions.泭
泭泭
Meanwhile, Gaza is a non-stop nightmare that threatens to take the entire region with it.泭
泭泭
Look no further than Lebanon.泭
泭泭
We should all be alarmed by the escalation.泭泭
泭泭
Lebanon is at the brink.泭泭
泭泭
The people of Lebanon the people of Israel and the people of the world -- cannot afford Lebanon to become another Gaza.泭
泭泭
Lets be clear.泭
泭泭
Nothing can justify the abhorrent acts of terror committed by Hamas on October 7th,泭or the taking of hostages both of which I have repeatedly condemned.泭
泭泭
And nothing can justify the collective punishment of the Palestinian people.泭
泭泭
The speed and scale of the killing and destruction in Gaza are unlike anything in my years as Secretary-General.泭
泭泭
More than 200 of our own staff have been killed, many with their families.泭
泭泭
And yet the women and men of the 51勛圖 continue to deliver humanitarian aid.泭
泭泭
I know you join me in paying a special tribute to UNRWA and to all humanitarians in Gaza.泭
泭泭
The international community must mobilize for an immediate ceasefire, the immediate and unconditional release of all hostages, and the beginning of an irreversible process towards a two-State solution.泭
泭泭
For those who go on undermining that goal with more settlements, more landgrabs, more incitement -- I ask:泭
泭泭
What is the alternative?泭
泭泭
How could the world accept a one-state future in which a large a large number of Palestinians would be included without any freedom, rights or dignity?泭
泭泭
In Sudan, a brutal power struggle has unleashed horrific violence -- including widespread rape and sexual assaults.泭
泭泭
A humanitarian catastrophe is unfolding as famine spreads.泭 Yet outside powers continue to interfere with no unified approach to finding peace.泭
泭泭
In the Sahel, the dramatic and rapid expansion of the terrorist threat requires a joint approach rooted in solidarity - but regional and international cooperation have broken down.泭
泭泭
From Myanmar to the Democratic Republic of the Congo to Haiti to Yemen and beyond we continue to see appalling levels of violence and human suffering in the face of a chronic failure to find solutions.泭
泭泭
Meanwhile our peacekeeping missions are too often operating in areas where simply there is no peace to keep.泭
泭泭
Instability in many places around the world is a by-product of instability in power relations and geo-political divides.泭
泭泭
For all its perils, the Cold War had rules.泭
泭泭
There were hot lines, red lines and guard rails.泭
泭泭
It can feel as though we dont have that today.泭
泭泭
Nor do we have a unipolar world.泭
泭泭
We are moving to a multipolar world, but we are not there yet.泭
泭泭
We are in a purgatory of polarity.泭
泭泭
And in this purgatory, more and more countries are filling the spaces of geopolitical divides, doing whatever they want with no accountability.泭
泭泭
That is why it is more important than ever to reaffirm the Charter, to respect international law, to support and implement decisions of international courts, and to reinforce human rights in the world.泭
泭泭
Anywhere and everywhere.泭

Excellencies, Ladies and Gentlemen,泭

Rising inequalities are a second driver of unsustainability and a stain on our collective conscience.泭泭

Inequality is not a technical or bureaucratic issue.泭泭

At its heart, inequality is a question of power with historic roots.泭

Conflict, climate upheaval and the cost-of-living crisis, are pushing those roots deeper.泭泭

At the same time, the world has not recovered from the surge in inequalities caused by the pandemic.泭

Of the worlds poorest 75 countries, one-third are worse off today than they were five years ago.泭

During that same period, the five richest men in the world have more than doubled their wealth.泭
泭泭
And the top one per cent of people on earth own 43 per cent of all global financial assets.泭

At the national level, some governments are supercharging inequalities by doling out massive tax giveaways to corporations and the ultra-rich, while shortchanging investments in health, education and social protection.泭

No one is being short-changed more than the worlds women and girls.泭泭

Rampant gender-based discrimination and abuse are the most prevalent inequality across all societies.泭泭
泭泭
Every day, it seems we are confronted by yet more sickening cases of femicide, gender-based violence and mass rape, both in peacetime and as a weapon of war.泭泭
泭泭
In some countries, laws are being used to threaten reproductive health and rights.泭泭

And in Afghanistan, laws are being used to lock-in the systematic oppression of women and girls.泭泭
泭泭
And I am sorry to observe that despite years of talk, gender inequality is on full display, and I am sorry for mentioning it here, gender inequality is on full display in this very Hall.泭泭

Less than 10 per cent of speakers during this weeks General Debate are women.泭泭
泭泭
This is unacceptable especially when we know gender equality delivers for peace, sustainable development, climate action and much more.泭泭

That is precisely why we took targeted measures to achieve gender parity among the 51勛圖 senior leadership, an objective that has already been achieved.泭

Its doable.泭泭

I call on male-dominated political and economic establishments around the world to do it as well.泭
泭泭
Excellencies,泭

Global inequalities are reflected and reinforced even in our own global institutions.泭

The 51勛圖 Security Council was designed by the victors of the Second World War.泭泭

Most of Africa was still under colonial domination.泭泭

To this day, Africa has no permanent seat on the worlds preeminent council of peace.泭泭

This must change.泭

So must the global financial architecture, set up 80 years ago.泭泭

I commend the leaders of the World Bank and the International Monetary Fund for taking important steps.泭

But as the Pact for the Future emphasizes, tackling inequalities requires accelerating reform of the international financial architecture.泭

Over the past eight decades, the global economy has grown and transformed.泭

The Bretton Woods institutions have not kept pace.泭

They can no longer provide a global safety net or offer developing countries the level of support they need.泭

Debt interest payments in the worlds poorest countries now cost more, on average, than investments in education, health and infrastructure combined.泭

And around the world, more than 80 per cent of Sustainable Development Goal targets are off track.泭泭

Excellencies,泭

Getting back on track requires a surge of financing for the 2030 Agenda and the Paris Agreement.泭

That means G20 countries leading on an SDG Stimulus of $500 billion a year.泭泭

It means reforms to substantially increase the lending capacity of Multilateral Development Banks and enable them to massively scale-up affordable long-term climate and development finance.泭

It means expanding contingency financing through recycling Special Drawing Rights.泭

And it means promoting long-term debt-restructuring.泭

Excellencies,泭

I have no illusions about the obstacles to reform of the multilateral system.泭

Those with political and economic power and those who believe they have power are always reluctant to change.泭

But the status quo is already draining their power.泭

Without reform, fragmentation is inevitable, and global institutions will become less legitimate, less credible, and less effective.泭

Excellencies,泭
泭泭
The third driver of our unsustainable world is uncertainty.泭
泭泭
The ground is shifting under our feet.泭
泭泭
Anxiety levels are off the charts.泭
泭泭
And young people, in particular, are counting on us and seeking solutions.泭
泭泭
Uncertainty is compounded by two existential threats the climate crisis and the rapid advance of technology -- in particular, Artificial Intelligence.泭
泭泭
Excellencies,泭
泭泭
We are in a climate meltdown.泭
泭泭
Extreme temperatures, raging fires, droughts, and epic floods are not natural disasters.泭
泭泭
They are human disasters -- increasingly fueled by fossil fuels.泭
泭泭
No country is spared. But the poorest and most vulnerable are hardest hit.泭
泭泭
Climate hazards are blowing a hole through the budgets of many African countries, costing up to five per cent of GDP every year.泭
泭泭
And this is just the start.泭
泭泭
We are on course to careen past the global limit of a 1.5 degree temperature rise.泭
泭泭
But as the problem gets worse, solutions are getting better.泭
泭泭
Renewable prices are plummeting, roll-out is accelerating, and lives are being transformed by affordable, accessible clean energy.泭
泭泭
Renewables dont just generate power. They generate jobs, wealth, energy security and a path out of poverty for millions.泭
泭泭
But developing countries cannot be plundered in that journey.泭
泭泭
Our Panel on Critical Minerals has recommended fair and sustainable ways to meet global demand for these resources, which are essential to the renewables revolution.泭
泭泭
Excellencies,泭
泭泭
A future without fossil fuels is certain.泭 A fair and fast transition is not.泭
泭泭
That is in your hands.泭
泭泭
By next year, every country must produce an ambitious new national climate action plan or Nationally Determined Contributions.泭
泭泭
These must bring national energy strategies, sustainable development priorities, and climate ambitions together.泭
泭泭
They must align with the 1.5 degree limit, cover the whole economy, and contribute to every one of the COP28 energy transition targets.泭
泭泭
An International Energy Agency report released today breaks this down.泭
泭泭
By 2035, on average, advanced economies must slash energy emissions 80 per cent, and emerging markets 65 per cent.泭
泭泭
The G20 is responsible for 80 per cent of total emissions.泭
泭泭
They must lead the charge keeping with the principle of common but differentiated responsibilities and respective capabilities in the light of different national circumstances.泭
泭泭
But this must be a joint effort -- pooling resources, scientific capacities and proven and affordable technologies for all to be able to reach those targets.泭
泭泭
Im honoured to be working closely with President Lula of Brazil who is both G20 Chair and COP30 host to secure maximum ambition, acceleration and cooperation. We just met for that purpose.泭
泭泭
Finance is essential.泭
泭泭
COP29 is around the corner.泭
泭泭
It must deliver a significant new finance goal.泭
泭泭
We also need a Loss and Damage Fund that meets the scale of the challenge and developed countries meeting their adaptation finance promises.泭
泭泭
And we must finally flip the script on a crazy situation:泭
泭泭
We continue to reward polluters to wreck our planet.泭
泭泭
The fossil fuel industry continues to pocket massive profits and subsidies, while everyday people bear the costs of climate catastrophe from rising insurance premiums to lost livelihoods.泭
泭泭
I call on G20 countries to shift money from fossil fuel subsidies and investments to a just energy transition;泭
泭泭
To put an effective price on carbon;泭
泭泭
And to implement new and innovative sources of financing including solidarity levies on fossil fuel extraction through legally-binding, transparent mechanisms.泭
泭泭
All by next year and this taking into account that those who shoulder the blame must foot the bill.泭
泭泭
Polluters must pay.泭
泭泭
Excellencies,泭
泭泭
The rapid rise of new technologies poses another unpredictable existential risk.泭
泭泭
Artificial Intelligence will change virtually everything we know -- from work, education and communication, to culture and politics.泭
泭泭
We know AI is rapidly advancing, but where is it taking us:泭
泭泭
To more freedom or more conflict?泭
泭泭
To a more sustainable world or greater inequality?泭
泭泭
To being better informed or easier to manipulate?泭
泭泭
A handful of companies and even individuals have already amassed enormous power over the development of AI with little accountability or oversight for the moment.泭
泭泭
Without a global approach to its management, artificial intelligence could lead to artificial divisions across the board a Great Fracture with two internets, two markets, two economies with every country forced to pick a side, and enormous consequences for all.泭
泭泭
The 51勛圖 is the universal platform for dialogue and consensus.泭
泭泭
It is uniquely placed to promote cooperation on AI based on the values of the Charter and international law.泭
泭泭
The global debate happens here, or it does not happen.泭
泭泭
I welcome important first steps.泭
泭泭
Two resolutions in the General Assembly, the Global Digital Compact, and the recommendations of the High-Level Body on AI can lay the foundations for inclusive governance of AI.泭
泭泭
Lets move forward together to make AI a force for good.泭
泭泭
Excellencies,泭
泭泭
Nothing lasts forever.泭
泭泭
But a feature of human life is that it appears otherwise.泭
泭泭
The current order always feels fixed.泭
泭泭
Until it is not.泭
泭泭
Across human history, we see empires rising and falling; old certainties crumbling; tectonic shifts in global affairs.泭
泭泭
Today our course is unsustainable.泭
泭泭
It is in all our interests to manage the epic transformations underway; to choose the future we want and to guide our world towards it.泭
泭泭
Many have said that the differences and divisions today are just too great.泭
泭泭
That it is impossible for us to come together for the common good.泭
泭泭
You proved that is not true.泭
泭泭
The Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path.泭
泭泭
It is not the end.泭
泭泭
It is a start of a journey, a compass in the whirlwind.泭
泭泭
Lets keep going.泭
泭泭
Lets move our world towards less impunity and more accountability . less inequality and more justice less uncertainty and more opportunity.泭

The people of the world are looking to us and succeeding generations will look back on us.泭
泭泭
Let them find us on the side of the 51勛圖 Charter on the side of our shared values and principles and on the right side of history.泭

Lebanon/Israel泭

The Secretary-General is gravely alarmed by the escalating situation along the Blue Line and the large number of civilian casualties, including children and women, being reported by the Lebanese authorities, as well as thousands of displaced persons, amidst the most intense Israeli bombing campaign since last October.泭 The Secretary-General is also gravely alarmed by the continued strikes by Hizbullah into Israel.泭 He expresses grave concern for the safety of civilians on both sides of the Blue Line, including UN personnel, and strongly condemns the loss of lives.泭

In a statement yesterday, the Secretary-General noted the ongoing efforts by UNSCOL and UNIFIL to reduce tensions and reiterated the urgent need for an immediate de-escalation and that all efforts be devoted to a diplomatic solution.泭

The Secretary-General reiterates his call for all parties to protect civilians and civilian infrastructure and ensure they are not put in harms way.泭泭泭泭泭泭泭泭泭泭泭

He also reminds all actors of their responsibility to ensure the safety and security of all UN personnel and assets.泭泭泭

The Secretary-General urges the parties to recommit to the full implementation of Security Council resolution 1701 (2006) and immediately return to a cessation of hostilities to restore stability.泭

Lebanon/Humanitarian泭

The Office for the Coordination of Humanitarian Affairs (OCHA) is alarmed by the escalating situation across the Blue Line which has claimed the lives of several hundred people.泭

According to national authorities, the death toll reached nearly 600 in just one day and continues to climb. Dozens of women and children are among the victims. 泭

Tens of thousands of people are on the move. As of today, more than 25,000 people have already fled in 130 newly opened collective shelters, according to Government figures. The situation is fluid, and the UN is working with national authorities and partners to track and register newly displaced people. 泭

These new displacements come in addition to the more than 110,000 people that have already been displaced since October last year. 泭

The UN and its partners are working closely with the Lebanese Government to assess the needs and support the response. 泭

UNICEF has already procured and delivered 100 tons of emergency medical supplies to hospitals facing severe shortages and will send more. They are also preparing to deliver food, water and essential supplies such as mattresses and hygiene kits to displaced families. 泭

Meanwhile, the World Food Programme is ready to provide daily hot meals for up to 100,000 people in collective shelters.泭

To sustain these efforts, humanitarian organizations will need $170 million.泭

We call for all parties involved in this conflict to honour their responsibilities to protect civilians and civilian infrastructure and to ensure the safety and security of all UN and humanitarian personnel and assets.泭

UNHCR/Lebanon泭

The UN Refugee Agency, UNHCR, is outraged and deeply saddened by the killing of two beloved members of the UNHCR family in Lebanon.泭

The devastating bombings in Lebanon are costing innocent lives and forcing thousands of people to flee. This has to stop. UNHCR has a long-standing presence in Lebanon, providing support to refugees & host communities. Were scaling up core relief, cash assistance and medical care.泭

In a post on X, the UN High Commissioner for refugees, Filippo Grandi, said that the Israeli airstrikes in Lebanon are now relentlessly claiming hundreds of civilian lives. And I am very saddened to confirm that two UNHCR colleagues were also killed yesterday. On behalf of all of us at UNHCR, heartfelt condolences to their families, friends and colleagues.泭

UN Women

UN WOMENS HeForShe campaign today marks ten years with a movement of 2 million gender equality advocates. The initiative has driven 3 billion conversations on topics ranging from closing the pay gap to combating violence against women, reaching more than 36 million people in 2023 alone, including those in crisis-affected areas.泭泭

To ensure the HeForShe movement continues pushing for gender equality over the next ten years, UN Women has announced the addition of four new global leaders who have committed to making advancements within their respective sectors. They are Pedro Sanchez, Prime Minister of Spain; Hugh Evans, CEO and Co-Founder of Global Citizen; Dr. Akinwumi Adesina, President of the African Development Bank; and Michelle Terry, CEO of Movember.泭

The new HeForShe Champions will join a growing and diverse cohort of leaders dedicated to transforming their institutions and setting new benchmarks for equality, ensuring that women and girls have equal opportunities in social, economic, and political spheres worldwide.泭

Afghanistan

Yesterday afternoon, in his remarks to a high-level side event on Ways to Include Women in the Future of Afghanistan, the Secretary-General said that the women and girls of the country face a deep crisis of gender-based discrimination and oppression. He added that the new law enacted last month formalized the systematic erasure of women and girls from public life.泭

The Secretary-General pointed out that extreme gender-based discrimination is not only a systematic abuse of women and girls and a violation of human rights conventions and laws. It is self-harm on a national scale, and it completely undermines the de facto authorities stated objective of economic self-reliance, he said. 泭

The Secretary-General stressed that without educated women, without women in employment, including in leadership roles, and without recognizing the rights and freedoms of one-half of its population, Afghanistan will never take its rightful place on the global stage.泭

Rosemary Di Carlo, the head of the Political and Peacebuilding Department, also participated in the event. She highlighted that the UN has been leading a process the so-called Doha process to increase principled international engagement with Afghanistan for the benefit of the Afghan people. 泭

Di Carlo said that the process entails a step-for-step approach, adding that the de facto authorities are expected to make governance more inclusive; respect women and girls rights, and human rights broadly; and increase effective counterterrorism and counternarcotics efforts. In exchange, she said, the international community would incrementally ease its restrictions and provide development support.泭

Ms. Di Carlo said that at this point those who have been participating in the process want to continue, but they really expect the Taliban to take part in good faith, and that they must start to abide by their international obligations. Engagement is key, she said, and we cannot and will not let Afghan women and men down.泭

Ukraine/Humanitarian泭

The Office for the Coordination of Humanitarian Affairs (OCHA) says that intense fighting continues to impact civilians and cause damage to energy infrastructure across Ukraine. Over the last two days, attacks in Zaporizhzhia City resulted in nearly 30 civilian casualties, including several children. Homes and education facilities were also damaged, according to authorities and aid workers. 泭

OCHA says that earlier today, another attack in Kharkiv City damaged more apartment blocks, killing and injuring civilians, as reported by our partners on the ground. In the war-torn Donetsk and Kherson regions, authorities and aid workers reported scores of civilian casualties, including several children, as well as damage to homes, a health facility, an ambulance, a gas pipeline, and a coal mine yesterday and today. 泭

In central Ukraine, authorities said that attacks left around 20 towns and villages in the Poltava Region without electricity with the colder autumn season starting.泭 泭

Ukraines Energy Ministry says that as of 24 September, more than 530 towns and villages across Ukraine were either fully or partially without electricity due to ongoing hostilities and technical issues.泭

Security Council/Ukraine泭

This afternoon, at 3:00 p.m., the Security Council will convene for a high-level briefing on the Maintenance of Peace and Security of Ukraine. The Secretary-General is expected to brief Council members. 泭

Flood emergencies泭

As the World Food Programme responds to flood emergencies across the globe, the agency is calling for investment and concerted action to prepare vulnerable communities for more frequent extreme climate events that threaten to damage crops, displace communities and disrupt food systems.泭

The number of floods in WFPs areas of operation has increased this year, with at least 21 countries already facing significant flooding, and more expected. The floods exacerbate ongoing crises and threaten food security, while also slowing down efforts to deliver critical relief泭

Last year, WFP assisted almost 18 million people in 60 countries with solutions and services to manage climate risks. WFPs support for early warning systems and anticipatory action where help arrives before disaster strikes - reached 36 countries, covering over 4.1 million people. WFP-supported climate risk insurance programmes provided 5.1 million people in 27 countries with financial protection.泭

The recent spate of floods worldwide has seen WFP responding on several fronts, most recently in Asia and West Africa.泭

Forecasts suggest major flooding events will likely continue across Asia, the Sahel, Sudan and South Sudan over the next few months. As La Ni簽a takes over from El Ni簽o, floods and increased tropical storm activity are more likely in Southern Africa, northern South America and Southeast Asia. In addition to the La Ni簽a pattern, the current extremely warm ocean temperatures are fuelling what is expected to be an exceptionally active 2024 hurricane season in the Caribbean.泭

Financial Contributions泭

Thanks to payments from Eswatini and the Lao Peoples Democratic Republic, the number of fully paid-up Member States has reached 139.泭
