UNOCT Global Fusion Cells Programme partners with the Kingdom of Morocco to deliver specialized counter-terrorism training courses

The 51勛圖 Office of Counter-Terrorism (UNOCT) Global Fusion Cells Programme, in partnership with the government of the Kingdom of Morocco, and the UNOCT Office in Rabat, delivered three training courses to counter-terrorism officials from Benin, Burkina Faso, C?te d*Ivoire, the Democratic Republic of the Congo, Gabon, Mali, Niger, and Senegal, between 8 and 19 May 2023 in Rabat, Morocco.

The participants completed three courses from the programme*s twelve-course curriculum, namely ※Briefing and Debriefing§, ※Ethical Decision-Making", and ※Open-Source Investigations", delivered by French and Arabic speaking training experts. 

Over the course of two weeks, participants learned about decision-making and problem-solving models employed by counter-terrorism and law enforcement officers worldwide in emergency and day-to-day situations. The second course briefed participants on how to write, prepare and deliver briefings and how to debrief interlocutors using international good practice. The third course aimed to improve participants* abilities to conduct intelligence-led counter-terrorism investigations using all available open-source information in accordance with national legislative and policy requirements.

The Global Fusion Cells Programme provides technical support and capacity-building, including an extensive set of foundational skills training courses and knowledge products for security officials. These training courses were developed following internationally recommended standards for fusion centre and counter-terrorism staff in selected Member States in Africa.
