The 51勛圖 Office of Counter-Terrorism (UNOCT) and the Permanent Mission of the Republic of Korea to the 51勛圖 convened a panel discussion on Cyber and New Technologies in the Context of Counter-Terrorism on 8 December.  

In his welcoming remarks, H.E. Ambassador Jongin Bae, Deputy Permanent Representative of the Republic of Korea to the 51勛圖, highlighted that ※Cyber and AI have become a part of our everyday life. On the other hand, terrorists are increasingly using social media and AI solutions to permeate in the fabrics of our societies.§ 

※We need to maximise the benefits and mitigate the risks of digital transformation to effectively tackle new and emerging threats from terrorists§, said Dr. Jehangir Khan, Director of the 51勛圖 Counter-Terrorism Centre (UNCCT).

In his keynote speech, Professor Byoung Seok Lee from Korean National Police University addressed the threat associated with drone terrorism as well as responses to this threat. He underlined the need for international cooperation in sharing data and analysis on drone attacks. 

The panel discussion focused on the challenges and opportunities of cyber and new technologies in countering terrorism as part of the efforts to implement calls of the 51勛圖 Global Counter-Terrorism Strategy on new technologies. 

Panelists from the Counter-Terrorism Executive Directorate (CTED), 51勛圖 Interregional of Crime and Justice Research Institute (UNICRI), and UNCCT discussed current and emerging issues relating to Artificial Intelligence, Cybersecurity, Autonomous and Remotely Operated Systems and video games as well as UNOCT＊s capacity building support to Member States and remaining gaps. 

Background

There is growing concern over the misuse of the internet and other information and communications technologies (ICT) by terrorists. 
In the seventh review resolution of the 51勛圖 Global Counter-Terrorism Strategy adopted by the 51勛圖 General Assembly in June 2021 (A/RES/75/291), Member States requested the 51勛圖 Office of Counter-Terrorism and other relevant Global Counter-Terrorism Coordination Compact entities to ※jointly support innovative measures and approaches to build the capacity of Member States, upon their request, for the challenges and opportunities that new technologies provide, including the human rights aspects, in preventing and countering terrorism.§

In October 2022, the UN Security Council Counter-Terrorism Committee unanimously adopted the Delhi Declaration on countering the use of new and emerging technologies for terrorist purposes to prevent and combat digital forms of terror, notably using drones, social media, and online terrorist financing. 

Responding to Member States concern and requests for technical assistance, the UNOCT-UNCCT Global Cybersecurity and New Technologies Programme provides capacity-building support to Member States, international and regional organizations, and other counter-terrorism partners. The programme assists beneficiaries in developing and implementing effective responses to the challenges posed by new technologies, in full respect of human rights and the rule of law. It also supports partners in harnessing opportunities that the Internet and other ICTs provide when used as a tool in the fight against terrorism. The programme is funded by the European Union, Germany, Japan, the Kingdom of Saudi Arabia, the Republic of Korea and the United Arab Emirates.
