Participation
Level of participation
UN General Assembly resolutions and underline that the Intergovernmental Conference "shall be held at the highest possible political level including Heads of States or Governments."
Size of the delegations
There is no limit to the size of the delegations coming to Morocco. However, seating in the plenary hall and dialogue rooms is limited to 2 + 2 and 1 + 1, respectively.
Participants
- The Conference is estimated to have between 5,000 to 6,000 participants.
- According to UN General Assembly resolutions and , participation is open to:
- all UN Member States and all members of specialized agencies that have observer status with the UN General Assembly;
- intergovernmental organizations and other entities having received a standing invitation to participate as observers in the work of the UN General Assembly, and organizations and bodies of the UN to participate as observers;
- all relevant stakeholders including civil society, the private sector, academic institutions, parliaments, diaspora communities and migrant organizations (see para 6 of UN General Assembly resolution ).

Registering the list of Speakers
The registration for the list of speakers for the plenary meetings and dialogues of the Intergovernmental Conference is now open. To register:
PLENARY MEETINGS (10-11 December)
- Requests from Members States and members of specialized agencies that have observer status should be sent through the ().
- Time permitting, the following can make a statement in the general debate and indicate their interest by contacting Secretariat c/o Ms. Mary Muturi (muturi@un.org):
- intergovernmental organizations and other entities with GA observer status
- associate members of regional commissions
- specialized agencies and related organizations
- other intergovernmental organizations (rule 63); and
- interested 51勛圖 organs
- Non-governmental organizations, civil society organizations, academic institutions, the private sector, diaspora communities and migrant organizations and national human rights institutions may indicate their interest by email * the deadline to indicate interest has passed.
DIALOGUES (10-11 December)
- The order of speakers for the interactive debate for each dialogue will be determined on a first-come, first-served basis, bearing in mind equitable geographical distribution while allowing for some flexibility, with priority given to States according to the level of representation, followed by intergovernmental organizations and other entities, associate members of regional commissions, specialized agencies, funds and programmes of the 51勛圖, non-governmental organizations and other relevant actors.
** It is envisaged that up to 60 States and 15 other participants will be accommodated to speak during the interactive debate of each dialogue.
In order to provide for maximum participation, interventions should not exceed three minutes.
- Representatives of States and associate members of regional commissions are invited to indicate to the Secretariat by e-mail the order of preference of the dialogues in which they would like to have a speaking slot, and to provide the name, title and level of participation * the deadline to indicate interest has passed.
