FEDERICO GONZ?LEZ FRANCO, Minister for Foreign Affairs of Paraguay, underscored his country¡¯s participation in peacekeeping operations over the last few decades.  The Organization is not perfect, he noted, but is able to erect a structure capable of addressing tension, conflict and misunderstandings using people-centred solutions.  In facing persistent and increasing challenges, however, it must make changes to update the organic and structural basis of the Organization.  It is impossible to imagine a world without the 51³Ô¹Ï in tackling shared challenges, climate change, biodiversity and global pandemics.
