Free Trade Area and Youth: The winning combination for sustainable development in Africa

To bounce back higher and emerge stronger from the COVID-19 pandemic, the African continent can count on its youth and the African Continental Free Trade Area (AfCFTA), a potential market of 1.3 billion consumers and an economy worth USD 3.4 trillion. Brought to the baptismal fonts in 2021, this flagship project of the African Union has, in its DNA, the reduction of inequalities, the eradication of poverty, the protection of our planet and the promotion of peaceful, inclusive and self-managed societies. According to World Bank estimates, the continental single market will lift more than 30 million people out of extreme poverty.
Indeed, trade stimulates economic activity and therefore contributes to an accelerated implementation of the Sustainable Development Goals (SDGs) and the African Union's Agenda 2063. These two agendas promote sustainable and inclusive development, particularly for the benefit of African women and youth.
The seventeen SDGs were adopted in 2015 by the 51³Ô¹Ï and were conceived from the outset as interdependent and indivisible. The SDGs are, first and foremost, a universal call to action to end poverty, protect the planet and ensure that by 2030 all people enjoy peace and prosperity. Pledging to "leave no one behind", these objectives are addressed, first and foremost, to the poorest among us, the disenfranchised.
The African Union's Agenda 2063 proposes a long-term vision aimed at achieving a profound transformation of the continent's socioeconomic fabric over the next 50 years. Agenda 2063 ¨C like the SDGs ¨C relies on the active and creative participation of youth to make this vision a reality.
Retaining the Youth on the Continent
The effective implementation of the AfCFTA, establishing a unified market of 1.3 billion people and a GDP of US$ 3.4 trillion, will bring transformational impact across economic and social sectors. In particular, the AfCFTA will provide an impetus to deepen regional integration and advance progress toward the transformational outcomes envisaged in the 2030 Agenda for Sustainable Development and the African Union Agenda 2063. It will contribute to strengthening the resilience of African countries against external shocks, as demonstrated by the impact of the Covid-19 pandemic and the current global crises, which have revealed the vulnerabilities of African economies and shortcomings in the global response that have further exacerbated systemic inequalities and marginalization.
By opening the doors of a unified market to African youth, giving free rein to their creativity and thirst for innovation, the AfCFTA wants to offer them the opportunity to profoundly transform the economy of their continent.
And reasons to believe in it abound. According to a Gallup survey, in 2013 more than a third of Africans planned to embark on an entrepreneurial endeavour in the ensuing 12 months, making Africa's youth one of the most enterprising in the world. These young men and women are proving remarkably adept at launching start-ups and other creative ventures. This phenomenon was particularly visible during the COVID-19 pandemic, which saw African creativity literally explode in the eyes of the world. It became impossible to ignore this incredible creative dynamism, one of the keys to accelerating the industrialization and economic transformation of the continent.
Entrepreneurs ¨C especially Small and Medium-sized Enterprises (SMEs) ¨C many of which are led by young Africans ¨C will contribute to the success of the AfCFTA. Thanks to the Free Trade Area, it is envisioned that poverty will be reduced, industrialization will progress, and African youth will not leave the continent for other horizons, as their creativity and entrepreneurship will be encouraged and valued. For this vision to become a reality, the AfCFTA must provide an environment conducive to the development and entrepreneurship of youth, particularly through the creation of SMEs.
On 26 April 2023, during the special session of the ECOSOC Youth Forum dedicated to Africa, young leaders from across the continent will have the opportunity to express themselves on how they see their concrete contribution to the inclusive implementation of the AfCFTA and the SDGs. This special session also aims to influence policy formulation at the 51³Ô¹Ï High-level Political Forum on Sustainable Development (HLPF).
In a nutshell, this session will answer the fundamental question ¨C how can the AfCFTA place young Africans at the heart of the transformation of their own continent?

Zone de libre-¨¦change et jeunesse : la combinaison gagnante du d¨¦veloppement durable en Afrique
Pour rebondir plus haut et sortir plus fort de la pand¨¦mie de COVID-19, le continent africain peut compter sur sa jeunesse et la Zone de libre-¨¦change continentale africaine (ZLECAf), un march¨¦ potentiel d¡¯un milliard trois cents millions de consommateurs et une ¨¦conomie pesant 3.400 milliards de dollars. Port¨¦ sur les fonts baptismaux en 2021, ce projet phare de l¡¯Union africaine poss¨¨de, dans son ADN, la r¨¦duction des in¨¦galit¨¦s, l¡¯¨¦radication de la pauvret¨¦, la protection de notre plan¨¨te et la promotion de soci¨¦t¨¦s pacifiques, inclusives et auto-g¨¦r¨¦es. Selon des estimations de la Banque mondiale, le march¨¦ unique continental permettra ¨¤ plus de 30 millions de personnes de sortir de l¡¯extr¨ºme pauvret¨¦.
En effet, les ¨¦changes commerciaux stimulent l¡¯activit¨¦ ¨¦conomique et, par cons¨¦quent, contribuent ¨¤ une mise en ?uvre acc¨¦l¨¦r¨¦e des Objectifs de d¨¦veloppement durable de l¡¯ONU (ODD) et de l¡¯Agenda 2063 de l¡¯Union africaine. Ces deux agendas visent un d¨¦veloppement durable et inclusif, en particulier au b¨¦n¨¦fice des femmes et de la jeunesse africaine.
Au nombre de dix-sept, les ODD ont ¨¦t¨¦ adopt¨¦s en 2015 par les Nations Unies et ont ¨¦t¨¦ con?us, d¨¨s l¡¯origine, comme interd¨¦pendants et indivisibles. Les ODD constituent, avant tout, un appel universel ¨¤ l¡¯action pour mettre fin ¨¤ la pauvret¨¦, prot¨¦ger la plan¨¨te et faire en sorte que, d¡¯ici 2030, tous les peuples jouissent de la paix et de la prosp¨¦rit¨¦. S¡¯engageant ¨¤ ? ne laisser personne de c?t¨¦ ?, ces objectifs s¡¯adressent, en tout premier lieu, aux plus d¨¦munis d¡¯entre nous, aux laiss¨¦s-pour-compte.
L¡¯Agenda 2063 de l¡¯Union africaine propose une vision ¨¤ long terme dont le but est de parvenir, au cours des 50 prochaines ann¨¦es, ¨¤ la transformation en profondeur du tissu socio-¨¦conomique du continent. L¡¯Agenda 2063 - comme les ODD - compte sur la participation active et cr¨¦ative de la jeunesse pour faire de cette vision une r¨¦alit¨¦.
Retenir sa jeunesse sur le continent
Toutefois, il faut apporter un b¨¦mol ¨¤ cet enthousiasme. Entre dix ¨¤ douze millions de jeunes entrent dans le march¨¦ de l¡¯emploi chaque ann¨¦e en Afrique pour seulement un peu plus de trois millions d¡¯emplois disponibles, estime la Banque africaine de d¨¦veloppement. Ce d¨¦ficit structurel du march¨¦ de l¡¯emploi entra?ne un d¨¦ficit de revenus pour les jeunes, les poussant ¨¤ la migration hors d¡¯Afrique. Cette frustration prolong¨¦e et soutenue ¨C une v¨¦ritable bombe humaine - est elle-m¨ºme source d¡¯instabilit¨¦s et de conflits, une menace pour la paix durable sur le continent.
En ouvrant les portes d¡¯un march¨¦ unifi¨¦ ¨¤ la jeunesse africaine, laissant libre-cours ¨¤ sa cr¨¦ativit¨¦ et ¨¤ sa soif d¡¯innovation, la ZLECAf veut lui offrir la possibilit¨¦ de transformer en profondeur l¡¯¨¦conomie de leur continent.
Et les raisons d¡¯y croire abondent. Selon une enqu¨ºte Gallup, plus d¡¯un tiers des Africains envisageait, en 2013, de se lancer dans l¡¯entrepreneuriat au cours des 12 mois suivants, faisant de la jeunesse africaine une des plus entreprenantes au monde. Ces jeunes hommes et ces jeunes femmes s¡¯av¨¨rent remarquablement habiles ¨¤ lancer des start-ups et autres entreprises cr¨¦atives. Ce ph¨¦nom¨¨ne fut particuli¨¨rement visible pendant la pand¨¦mie de COVID-19 qui a vu la cr¨¦ativit¨¦ africaine litt¨¦ralement exploser aux yeux du monde. Il devenait impossible d¡¯ignorer cette incroyable dynamisme cr¨¦atif, une des cl¨¦s pour acc¨¦l¨¦rer l¡¯industrialisation et la transformation ¨¦conomique du continent.
Les entrepreneurs ¨C en particulier des petites et moyennes entreprises (PME) ¨C dont beaucoup sont dirig¨¦es par de jeunes africains ¨C contribueront au succ¨¨s de la ZLECAf. Gr?ce ¨¤ la Zone de libre-¨¦change, la pauvret¨¦ reculera, l¡¯industrialisation progressera et la jeunesse africaine ne quittera plus le continent pour d¡¯autres horizons, car leur cr¨¦ativit¨¦ et leur entreprenariat y seront encourag¨¦s et valoris¨¦s. Pour que cette vision devienne r¨¦alit¨¦, la ZLECAf doit offrir un environnement propice ¨¤ l¡¯¨¦panouissement et ¨¤ l¡¯entreprenariat de la jeunesse, notamment via la cr¨¦ation de PME.
Ce 26 avril 2023, lors de la s¨¦ance sp¨¦ciale du Forum des jeunes de l¡¯ECOSOC consacr¨¦e ¨¤ l¡¯Afrique, les jeunes leaders du continent auront l¡¯occasion de s¡¯exprimer sur la fa?on dont ils envisagent leur contribution concr¨¨te ¨¤ la mise en ?uvre inclusive de la ZLECAf et des ODD. Cette s¨¦ance sp¨¦ciale vise ¨¦galement ¨¤ influencer la formulation des politiques lors du Forum politique de haut niveau des Nations Unies pour le d¨¦veloppement durable (FPHN).
En clair, cette s¨¦ance r¨¦pondra ¨¤ la question fondamentale ¨C comment est-ce que la ZLECAf peut placer les jeunes africaines et africains au c?ur de la transformation de leur propre continent ?
