The Security Council Committee established pursuant to was established on 24 November 2003 as the successor body to the Security Council Committee established pursuant to concerning Iraq and Kuwait.
States implement the assets freeze and transfer measures in connection with individuals and entities included in the List of individuals established pursuant to or the List of entities established pursuant to . These lists are maintained and regularly updated by the Committee.

To facilitate the work of the Committee and the Member States in implementing the assets freeze and transfer measures imposed by paragraph 23 of , the Committee has issued the following documents:
? Guidelines for the Application of Paragraphs 19 and 23 of Resolution 1483 (2003) describe how the lists of individuals and entities are assembled and disseminated.
? Non-Paper on the Implementation of Paragraph 23 of Resolution 1483 (2003) provides indicative, non-legally binding definitions of terms contained in paragraph 23 of the resolution.
? De-listing Guidelines describe how individuals and entities included on the lists can seek the removal of their names.
Work and mandate of the Committee
The Committee comprises all 15 members of the Security Council and makes its decision by consensus. The current Chair of the Committee, for the period ending 31 December 2024, is His Excellency Mr. Samuel ?bogar (Slovenia). The Vice-Chair for 2024 is Japan. The Committee prepares annual reports of its activities.
The Committee was established to continue to identify senior officials of the former Iraqi regime and their immediate family members, including entities owned or controlled by them or by persons acting on their behalf, who are subject to the measures imposed by paragraph 23 of . To that end, the Committee updates the lists of individuals and entities that have already been identified by the Committee established pursuant to .
In , the Security Council also decided that the mandate of the Committee would be kept under review, and that the Council would consider authorizing the Committee to undertake the additional task of observing Member States’ fulfilment of their obligations in connection with the arms embargo on Iraq as reaffirmed in paragraph 10 of .
