How does Transforming4Trade work?

Transforming4Trade is a new, comprehensive approach to trade and development planning and policymaking. It provides political guidance for a paradigm shift in development policy centered on holistic, multisectoral and multiyear programmes to foster productive capacities and structural economic transformation. UNCTAD, together with beneficiary countries and development partners aims to move the development model away from short-term and narrow sector-based interventions. The new approach is based on a clear identification of comparative advantages and key binding constraints to development that are specific and targeted to each country’s experiences. The programme blends National Productive Capacities Gap Assessments (NPCGAs), which apply the multidimensional Productive Capacities Index (PCI), with a careful examination of domestic policy and institutional challenges to articulate key pillars of the holistic programme.

Why it matters?

UNCTAD's High Impact Initiative - Transforming4Trade - helps countries foster economy-wide productive capacities and achieve structural economic transformation. Productive capacities lie at the heart of the Sustainable Development Goals and the 2030 Agenda. Transforming4Trade particularly focuses on strategic pillars for socio-economic development (such as agriculture, agro-processing, manufacturing, creative economy, and the blue economy) as well as the key drivers or enablers of growth and transformation (such as energy, ICTs, infrastructure, private sector and institutions). The Initiative’s focus on sustainability, green sectors and the empowerment of women, small enterprises and producers responds to the cross-cutting SDG objective of leaving no-one behind, while building prosperity for all.
