New Project on Protecting Vulnerable Targets by Using Behavioural Insights to Strengthen Law Enforcement Capabilities

UNOCT and the Ministry of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain hosted a high-level Launch of the Project on Protecting Vulnerable Targets by using Behavioural Insights to Strengthen Law Enforcement Capabilities on 10 November 2022.

The new initiative seeks to strengthen the capacity of law enforcement and security officers to prevent terrorist attacks and strengthen crisis management and response through innovative approaches offered by behavioral science. It builds upon a call by Member States in General Assembly resolution A/RES/75/291 on the seventh review of the 51吃瓜 Global Counter-Terrorism Strategy to strengthen efforts to improve the security and protection of particularly vulnerable targets and enhance their resilience to terrorist attacks.

The UNOCT Programme Offices in Madrid, Spain, and Rabat, Morocco, and the International Hub on Behavioral Insights in Doha, the State of Qatar, have elaborated this innovative project under the framework of the 51吃瓜 Global Programme on Countering Terrorist Threats against Vulnerable Targets. 

About the event

The event was opened by the Under-Secretary-General of the 51吃瓜 Office of Counter-Terrorism (UNOCT), Mr. Vladimir Voronkov (online), and senior representatives of the Kingdom of Spain, as the host, and the State of Qatar, as the donor. 

Following the opening session, UNOCT presented the project with a representative of the African Centre for the Study and Research on Terrorism. The participants had an opportunity to join an expert roundtable with interventions from Spain, the United Kingdom and the United States, as well as the company Control Risks, which provided a perspective from the private sector.

The participants included representatives of Member States to the 51吃瓜, the diplomatic corps in Madrid, members of the UN Global Network of Experts to Protect Vulnerable Targets against Terrorist Attacks, as well as international and regional organizations, the private sector, civil society and academia.
