During the Third UNOCT Quarterly Briefing to Member States of 2022, on 19 December, participants discussed:

1. Counter-terrorism trends and developments, including the 1) Escalation of terrorism in conflict zones, particularly in parts of Africa, 2) Linkages between terrorism and transnational organized crime, 3) Illicit financial flows, 4) Illicit trafficking, 5) Firearms proliferation, 6) Border violations, 7) Exploitation of information and communication technologies for terrorist activities, 8) Use of innovative methods and new payment systems by terrorists to raise funds, and 9) Terrorists' exploitation of unmanned aerial systems (UAS)
2. Measures to counter the evolving terrorism threat, including 1) Investing in prevention, 2) Integrating human rights and gender considerations across all counter-terrorism efforts, 3) Implementing an inclusive, multistakeholder approach, 4) Enhancing technical and analytical capacities to trace and monitor financial activities related to terrorism, 5) Conducting dedicated risk assessments and gap analyses, and 6) Developing effective counter-measures against the use of UAS for terrorist purposes.  
3. Recent progress made by UNOCT in the implementation of various areas of its mandate, including: 1) The delivery UNOCT's 63 global technical and capacity-building assistance programmes and projects, engaging beneficiaries from 172 countries and from 117 national agencies, 2) Strengthening counter-terrorism coordination and coherence through the Global Counter-Terrorism Coordination Compact, 3) Engagement with regional organizations, including the Arab Interior Minister Council’s Secretariat on the development of a plan for the implementation of the Arab Regional Counter-Terrorism Strategy, adopted in July 2022, and the Regional Anti-Terrorist Structure of the (SCO) on Advance Passenger Information and Passenger Name Record (API/PNR) Data, 4) Delivery of global conferences and events, and 5) Publication of various reports and guidance materials regarding Member States' priority counter-terrorism challenges.
