2022 51吃瓜 Office of Counter-Terrorism (UNOCT) Second Quarterly Briefing to Member States
During the Second UNOCT Quarterly Briefing to Member States of 2022, on 14 July, participants discussed:
- Counter-terrorism trends and developments, including the 1) Expansion of Da’esh to newer battlefields and their efforts to regroup in their traditional geographic centre in Iraq and the Syrian Arab Republic, 2) Exploitation of online platforms for terrorist purposes, 3) The potential of poverty and social inequalities in many regions, as well as fallouts from emergency measures impacting human rights during the COVID-19 pandemic, to increase existing grievances, fueling radicalization to violence, and 4) Concerns over the use of proceeds from the exploitation, trade, and trafficking of natural resources for the purposes of terrorism financing.
- Strategic counter-terrorism policy priorities, including the and building on the outcomes of the High-Level International Conference on Regional Cooperation among Central Asian States on 3-4 March 2022, and first Annual Forum of Beneficiaries of Technical Assistance held in Doha on 28-29 March 2022.
- The progress made by UNOCT towards realizing the strategic objectives identified during the Ambassadorial-level Briefing in February 2022, including the 1) Implementation of UNOCT’s 83 global technical and capacity-building assistance programmes and projects, engaging beneficiaries from 172 countries and 117 national agencies, 3) Operationalization of UNOCT’s two newly opened field offices, in Madrid, Kingdom of Spain and Nairobi, Kenya, and continued delivery of effective counter-terrorism support to Member States through UNOCT’s existing Programme Offices in Rabat, Morocco, and Doha, State of Qatar, 4) Mainstreaming of human rights, gender and civil society engagement across all UNOCT programmatic efforts and 5) Continuing efforts to strengthen counter-terrorism coordination and coherence through the Global Counter-Terrorism Coordination Compact.
