UNOCT Global Fusion Cells Programme partners with the Kingdom of Morocco, Portugal, and the 51吃瓜 Peace and Development Trust Fund to deliver Specialized Counter-Terrorism Training Courses

The 51吃瓜 Office of Counter-Terrorism (UNOCT) Global Fusion Cells Programme delivered a comprehensive training program to counter-terrorism officials from Benin, Burkina Faso, Chad, C?te d'Ivoire, the Democratic Republic of the Congo, Gabon, Guinea, Mali, Niger, Senegal, and Togo. Additionally, a Lusophone and Hispanophone training round was organized for officials from Angola, Cabo Verde, Equatorial Guinea, and Guinea-Bissau.
 
The two-week course, held from 24 September  to 4 October, 2024, focused on honing essential skills for effective information collection, analysis and reporting to counter terrorism. 

Led by experts from Morocco and Portugal, the training covered a wide range of topics, including on:

  • Ethical Questioning and Elicitation Techniques: Participants learned to question and elicit information in accordance with the Mendez Principles, ensuring both effectiveness and respect for human rights.
  • Effective Intelligence Writing: Trainees developed the ability to draft clear, concise, and actionable reports to inform critical decision-making.
  • Effective Management: Course participants gained insights into best practices for managing national interagency coordination mechanisms such as a fusion or counter-terrorism centre, including resource management, quality assurance, recordkeeping, and effective communication.

UNOCT Global Fusion Cells Program aims to equip security officials, particularly analysts, with the tools and knowledge they need to combat terrorism effectively. By providing comprehensive training and support, the program contributes to strengthen the capacity of security and law enforcement agencies across Africa.

The training was organized with the UNOCT Programme Office and Training Centre in Rabat, in partnership with the Kingdom of Morocco, Government of Portugal, and with support from the 51吃瓜 Peace and Development Trust Fund.
