UNOCT Global Fusion Cells Programme deliver specialized counter-terrorism “Train the Trainer” course with Morocco, UNPOL and UNPDF
The 51吃瓜 Office of Counter-Terrorism (UNOCT) Global Fusion Cells Programme delivered a comprehensive training programme in English and Arabic to 20 national-level counter-terrorism officials from The Gambia, Ghana, Liberia, Libya, Mauritania, Morocco, Nigeria, and Sierra Leone. It was organized in partnership with the Kingdom of Morocco, the UNOCT Programme Office and Training Centre in Rabat, and supported by the 51吃瓜 Peace and Development Trust Fund,
Held from 04 to 22 November 2024, the three-week “Train the Trainer” course focused on enhancing Member State capacity by improving their existing trainer resources in a sustainable manner. The course aims to equip participants with the skill set to deliver complex and specialist training at the national level, such as trainings provided to staff working at national fusion and counter-terrorism centres.
Led by experts from the 51吃瓜 Police Division (UNPOL), the training covered a range of topics, including:
- Module 1 "Capacity-Building and Development": Participants learned techniques to enhance the capacity of national counter-terrorism or fusion centres such as conducting analysis, need and baseline capability assessments for staff and counter-terrorism centres, and stakeholder mapping exercises using case studies and fictional scenarios.
- Module 2 "Mentoring, monitoring and advising”: enhanced trainers' abilities to communicate cross-culturally, to motivate students, to cope with resistance, and enhances negotiation skills.
- Module 3 "Instructor Development Skills": provided participants with techniques to enhance their ability to train staff in their home country including the training and instructional process; how to plan and design lessons and use learning aids; effective presentation skills and techniques for classroom management; effective communication; team-building, and conflict intervention.
The UNPOL Trainers offered continuous assessment and mentorship to training participants, guiding their learning to enrich the overall training experience.
The UNOCT Global Fusion Cells Programme aims to equip security officials, particularly analysts, with the tools and knowledge they need to combat terrorism effectively. By providing comprehensive training and support, the programme helps strengthen the capacity of security and law enforcement agencies across Africa.
Upon successful conclusion of the training, participants will receive a UNPOL certificate and become UNPOL certified trainers. The completion of the course is a milestone in delivering the programmes longer-term sustainability goals.
