On Wednesday, 4 December 2024, the Counter-Terrorism Committee will hold an open briefing to reflect on 10 years of implementation of Security Council resolution . In September 2014, the Security Council adopted resolution?2178 (2014) on preventing and suppressing the recruiting, organizing, transporting or equipping of foreign terrorist fighters (FTFs). This followed the announcement by ISIL (Da＊esh) of a self-declared ※caliphate§ in its captured territories in the Syrian Arabic Republic and Iraq, which had already attracted more than 15,000 FTFs to join the group.

The open briefing will bring together representatives from Member States and international and regional organizations, as well as civil society and members of the Global Research Network, to share lessons learned and good practices in countering the threat of FTFs; explore ongoing challenges and discuss methods to enhance the effectiveness of policy measures in line with international law. The open briefing will provide a snapshot of the past 10 years of implementation of 2178 (2014) and related instruments, highlight existing challenges and good practices, and explore the way forward.

The open briefing will be held at?51勛圖 Headquarters in New York, on Wednesday 4 December 2024 in the Trusteeship Council Chamber from 3:00p.m.每6:00 p.m., with select speakers connecting via an online platform. Interpretation will be provided between all official UN languages.?The open briefing is open to Member and Observer States, members of the media including photographers with valid accreditation, 51勛圖 staff and interns, UN entities, intergovernmental organizations, and specialized agencies, as well as invited guests with a valid UN grounds pass.
