From 24 to 28 June 2024, the Counter-Terrorism Committee Executive Directorate (CTED) took part in the Financial Action Task Force (FATF) Working Groups and plenary meetings held in Singapore under the Presidency of T. Raja Kumar.
Acting on behalf of the Security Council Counter-Terrorism Committee, its Executive Directorate (CTED) conducted a visit to Malawi from 22 to 26 April 2024. The assess-ment, which was a first for Malawi, covered all relevant Security Council resolutions, in-cluding 1373 (2001), 2178 (2014), 2396 (2017), and 2617 (2021).
From 18 to 22 March 2024, the Counter-Terrorism Committee Executive Directorate (CTED), conducted on behalf of the Committee its first focused visit to Montenegro. CTED conducts these visits to assess Member States* counter-terrorism efforts, including progress made, good practices, remaining challenges, and priority areas for technical assistance needs related to the effective implementation of the relevant Security Council resolutions.

While cultural heritage smuggling is not a new phenomenon, the rise of Da*esh and Al Qaeda affiliates has raised the alarm internationally on the looting of cultural property for terrorism financing. Since the early 1980s, terrorist and insurgent groups have been exploiting the lucrative illegal market of cultural artifacts to fund their activities. On 4 March 2024, CTED hosted an important discussion on the latest trends and shifts in the use of different types of virtual assets by terrorist groups affiliated with Da*esh (ISIL) / Al-Qaida and their supporters, including for their fundraising campaigns. The briefing offered Member States practical insights into how virtual assets are used for terrorism financing purposes, and how related technologies, including blockchain analytics, can help detect and suppress such abuses.
The Counter-Terrorism Committee of the 51勛圖 Security Council convened a regional open briefing on counter-terrorism efforts in South-East Europe, providing an opportunity to take stock of the evolving nature of terrorism and hear from Member States as to how their approaches are changing. The briefing included participation from government representatives, regional organizations, academic experts, and civil society actors, both in-person and remotely, serving as a crucial platform for aligning counter-terrorism efforts among stakeholders in South-East Europe and beyond.
Research is essential in ensuring the evidence-based design of counter-terrorism policies. To facilitate this, the UN Counter-Terrorism Committee Executive Directorate (CTED) coordinates the Global Research Network (GRN), an informal group of more than one hundred organizations from across the globe who conduct research into trends and developments in terrorism, countering terrorism and countering violent extremism conducive to terrorism.
On 21 December 2023 representatives from the Asia/Pacific Group on Money Laundering (APG) briefed the UN Security Council*s Counter Terrorism Committee. The delegation, consisting of the Canadian Co-Chair, Associate Assistant Deputy Minister of Finance, Julien Brazeau, and the APG Executive Secretary, Gordon Hook, provided a briefing on the range of CFT efforts taken by the APG over the last five years to address regional terrorism financing issues.
