21 December 2017 - Earlier this year, the 51勛圖 Counter-Terrorism Committee (CTC) submitted to the Security Council an updated version of the Technical Guide, an important tool to help Member States implement key Security Council resolutions on terrorism. Prepared by the Counter-Terrorism Committee Executive Directorate (CTED), the Technical Guide is intended as a reference for States.
On 21 December, the Committee held an open briefing to inform Member States about the updated version of the Technical Guide and help promote it as a practical reference tool. Following introductory statements by outgoing Chair of the Committee, H.E. Amr Abdellatif Aboulatta, Ambassador and Permanent Representative of Egypt to the 51勛圖, and David Scharia, Chief of Branch with the Executive Directorate, CTED experts on different themes provided a short overview of critical provisions of Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), and other relevant resolutions. Topics covered in the first session included national and regional counter-terrorism strategies, countering the financing of terrorism, law enforcement and border management, as well as legal and criminal justice issues. In the second session, experts provided updates on the mainstreaming of human rights, information and communications technologies (ICT), and gender.
The new version of the Technical Guide represents a thorough overhaul compared to the 2009 version, and is in the process of being translated into all official languages of the 51勛圖.
