The Fourteenth Meeting of Heads of Special Services, Security Agencies and Law Enforcement Organizations was held in Yaroslavl, Russian Federation, on 29 and 30 July 2015.
Mr. Chen reaffirmed the central role of the UN to provide clear guidance for Member States and mobilize international support to meet their counter-terrorism capacity-building needs in accordance with Security Council resolution 2178 (2014).
Member States continued to demonstrate the political will to counter the FTF threat, but often lacked the necessary capacity.
The UN worked with international and regional actors within the framework of the Counter-Terrorism Implementation Task Force (CTITF) to assess and prioritize States＊ capacity-building needs and facilitate delivery of the necessary assistance.
Equally importantly, the UN used its convening power to work with relevant international and regional actors to strengthen measures aimed at preventing terrorism, particularly the FTF threat.
In this regard, the UN Secretary-General was expected to present a plan of action on preventing violent extremism in the coming months.
The Heads of Services Meeting is an annual event attended by Member States and international and regional organizations. This year＊s event focused on cooperation between special services and intelligence and law enforcement agencies in combatting FTFs, radicalization and terrorist recruitment.
