Un centre international de lutte contre le terrorisme
En f¨¦vrier 2005, le Royaume d'Arabie saoudite a accueilli la premi¨¨re conf¨¦rence internationale sur la lutte contre le terrorisme, ¨¤ Riyad, lors de laquelle feu le Roi Abdallah Bin Abdulaziz Al Saoud, Gardien des deux saintes mosqu¨¦es, a appel¨¦ la communaut¨¦ internationale ¨¤ cr¨¦er un centre international de lutte contre le terrorisme.
Le 8 septembre 2006, au terme d'un consensus historique, l'Assembl¨¦e g¨¦n¨¦rale des Nations Unies adoptait la Strat¨¦gie antiterroriste mondiale des Nations Unies. Dans le Plan d¡¯action annex¨¦ ¨¤ la Strat¨¦gie, les ?tats Membres d¨¦cidaient de prendre des mesures sp¨¦cifiques pour lutter contre le terrorisme : visant ¨¤ ¨¦liminer les conditions propices ¨¤ la propagation du terrorisme (pilier I); visant ¨¤ pr¨¦venir et combattre le terrorisme (pilier II); destin¨¦es ¨¤ ¨¦toffer les moyens dont les ?tats disposent pour pr¨¦venir et combattre le terrorisme et ¨¤ renforcer le r?le jou¨¦ en ce sens par l¡¯Organisation des Nations Unies (pilier III); garantissant le respect des droits de l¡¯homme et la primaut¨¦ du droit en tant que base fondamentale de la lutte antiterroriste (pilier IV).
Dans le deuxi¨¨me pilier de la Strat¨¦gie antiterroriste mondiale des Nations Unies, l' ? [reconna?t] que la question de la cr¨¦ation d¡¯un centre international pour lutter contre le terrorisme devrait ¨ºtre examin¨¦e, au titre des efforts engag¨¦s ¨¤ l¡¯¨¦chelle internationale pour renforcer la lutte contre le terrorisme ?.
Cr¨¦ation du Centre des Nations Unies pour la lutte contre le terrorisme
L'UNCCT a ¨¦t¨¦ cr¨¦¨¦ en septembre 2011 pour promouvoir la coop¨¦ration internationale en mati¨¨re de lutte contre le terrorisme et aider les ?tats Membres dans la mise en ?uvre de la Strat¨¦gie antiterroriste mondiale.
Le 18 novembre 2011, l'Assembl¨¦e g¨¦n¨¦rale s'est f¨¦licit¨¦e de la cr¨¦ation du l'UNCCT au sein du du (DPPA), du Secr¨¦tariat de l'ONU, et a encourag¨¦ les ?tats Membres ¨¤ collaborer avec le Centre ().
Le Centre est devenu op¨¦rationnel en avril 2012 ¨¤ la suite de la premi¨¨re r¨¦union de son Conseil consultatif.
In August 2014, the Kingdom of Saudi Arabia donated USD 100 million to UNCCT. Since its establishment, more than 30 countries have provided financial support to UNCCT and its projects.
Establishment of the 51³Ô¹Ï Office of Counter-Terrorism
On 15 June 2017, the General Assembly established the 51³Ô¹Ï Office of Counter-Terrorism (UNOCT) through resolution . The General Assembly ¡°welcome[d] the initiative of the Secretary-General to transfer the current Counter-Terrorism Implementation Task Force Office and the 51³Ô¹Ï Counter-Terrorism Centre, together with their existing staff, as well as all associated regular and extrabudgetary resources, out of the Department of Political Affairs of the Secretariat, into the Office of Counter-Terrorism.¡± The General Assembly also recognized ¡°the important work carried out by the 51³Ô¹Ï Counter-Terrorism Centre, and emphasizes that the existing contribution agreements and the functions, chairmanship and composition of the Advisory Board of the Centre shall be maintained and that the budget and financial resources of the Centre shall be used only for its programme of work.¡±
UNCCT Programme of work
The work of UNCCT is guided by its 5-Year Programme (2016-2020) , which is aligned with the four Pillars of the UN Global Counter-Terrorism Strategy.
UNCCT benefits from the advice of 22 members of its Advisory Board, chaired by his Excellency Ambassador Abdallah Yahya A. Al-Mouallimi, Permanent Representative of Saudi Arabia to the 51³Ô¹Ï. The Under-Secretary-General of UNOCT, Mr. Vladimir Voronkov, is the Executive Director of the Centre.
In 2018, the Counter-Terrorism Implementation Task Force coordination arrangement was replaced by 51³Ô¹Ï Global Counter-Terrorism Coordination Compact.
